Ոստիկանության անընդունելի վարքագիծը. երկխոսություն՝ բռնության փոխարեն

Այսօր առավոտյան, Սննդի անվտանգության տեսչական մարմնի հետ ՆԳՆ ոստիկանության ծառայողները հերթական համատեղ ստուգայցն են կատարել Երևանի Խորենացի փողոցում գտնվող մսի վաճառքով զբաղվող խանութներ՝ ստուգելու մսի սպանդանոցային մորթի վերաբերյալ փաստաթղթի առկայությունը, ինչից հետո մսավաճառները դաժան խոշտանգման են ենթարկվել ոստիկանության ծառայողների, հատկապես «կարմիրբերետավորների» կողմից, առանց որևէ պատճառի՝ օգտագործվել է արցունքաբեր գազ, մարդկանցից առգրավված միսն այրվել է:
Անշուշտ, պետությունը պարտավոր է հոգ տանել սննդի անվտանգության մասին, սակայն միջոցառումները պետք է իրականացվեն օրենքի տառին համապատասխան՝ բացառելով բռնության ֆետիշացումը, մարդկանց նվաստացումը, սոցիալական իրավունքների ոտնահարումը:
Մսավաճառների մեծ մասն իրենց բիզնեսն իրականացնում է՝ վարկային ռեսուրսների միջոցով: Պետությունը որևէ ենթակառուցվածքային պայման չի ստեղծել այս բիզնեսի քաղաքակիրթ իրականացման համար, իսկ հիմա առգրավում է նրանց պատկանող միսը՝ խոչընդոտելով այս մարդկանց բանկային պարտավորությունների կատարումը, հարյուրավոր ընտանիքների մատնելով սոցիալական դիսկրիմինացիայի, աղքատության:
Իշխանությունները բացարձակ անհաղորդ են երկրում ստեղծված դեմոգրաֆիկ ճգնաժամին, հիմա էլ արտագաղթի ճանապարհն են պարտադրում հարյուրավոր ընտանիքների:
Կադրային վերջին փոփոխություններից հետո կարծիք էի հայտնել, որ Փաշինյանը մեծացնելու է ոստիկանության քաղաքական կախվածությունը իշխանությունից:
Այս մտահոգությունը, ցավոք, հաստատվեց: ՆԳ նորանշանակ նախարար Արփի Սարգսյանիը, ով վայելում է, այսպես կոչված, արևմտյան շրջանակների աջակցությունը և ռեֆորմատորի համբավ ունի, ամենևին էլ դրական ուղերձով չի սկսել իր պաշտոնավարումը, ինչը հասարակության շրջանում խորացնելու է անվստահությունը պետական ինստիտուտների, ոստիկանության հանդեպ:
Իշխանությունը կոչված է ոչ թե սեփական երկրի քաղաքացիների ահաբեկմանը, այլ հասարակության տարբեր խմբերի հետ երկխոսության հարթակների ստեղծմանը: Միայն այս ճանապարհով է հնարավոր հասարակական համերաշխության միջավայրի ձևավորումը, առկա խնդիրներին բալանսավորված լուծումներ գտնելը:
