«Փաստ» օրաթերթը գրում է.

Պաշտպանության նախարարությունն առաջարկում է փոփոխություն կատարել «Պետական պաշտոններ և պետական ծառայության պաշտոններ զբաղեցնող անձանց վարձատրության մասին» օրենքում: Նախագծի ընդունումը պայմանավորված է Զինված ուժերում արհեստավարժ պայմանագրային զինվորական ծառայության ամբողջական կայացման նպատակով «Պետական պաշտոններ և պետական ծառայության պաշտոններ զբաղեցնող անձանց վարձատրության մասին» օրենքով սահմանված զինծառայողների վարձատրության համակարգում բանակի (գլխավոր շտաբի) սերժանտի (9/9 խումբ), կորպուսի (վարչության) սերժանտի (9/8 խումբ) և շտաբի սերժանտի (7/4 խումբ) պաշտոնների վարձատրության գործակիցներ սահմանելու անհրաժեշտությամբ:
 
Զինված ուժերի բարեփոխումների իրականացման գործընթացում առաջնային նշանակություն ունի սերժանտական համակարգի զարգացումը՝ որպես արհեստավարժ զինված ուժերի կայացման կարևորագույն նախադրյալ: Այդ նպատակով կառավարության ծրագրային քաղաքականության մաս է հանդիսանում նաև զինված ուժերում սերժանտական համակարգի զարգացման խթանումը, որի շրջանակներում նշված օրենքում 2024 թ.-ի փետրվարի 29-ի ՀO-90-Ն օրենքով կատարված լրացումների արդյունքում սահմանվել են գնդի (բրիգադի) սերժանտի և գումարտակի (դիվիզիոնի) սերժանտի պաշտոնների վարձատրության գործակիցները: Արևմտյան պետությունների, ինչպես նաև Արևել յան Եվրոպայի բանակների սերժանտական համակարգի ուսումնասիրությունը ցույց է տվել, որ գնդային մակարդակից բարձր սերժանտական համակարգը ներառում է գլխավոր շտաբի և բանակային ուղղությունների սերժանտների առկայություն, որոնք ղեկավարում են ցածր օղակի սերժանտների գործունեությունը և ապահովում սերժանտական համակարգի հրամանատարական ուղղահայացը:
 
Զինված ուժերում արհեստավարժ սերժանտական համակարգի ամբողջական ներդրումը և կենսագործունեության պատշաճ ապահովումը ենթադրում է նաև Զինված ուժերում բանակի (գլխավոր շտաբի) սերժանտի, կորպուսի (վարչության) սերժանտի և շտաբի սերժանտի պաշտոնների ստեղծում, որի նպատակով անհրաժեշտություն է առաջացել սահմանել նաև այդ պաշտոնների վարձատրության գործակիցները՝ բանակի (գլխավոր շտաբի) սերժանտի և կորպուսի (վարչության) սերժանտի պաշտոնները նախատեսելով որպես «ավագ ենթասպա» զինվորական կոչումներով պաշտոնների խմբերի ամենաբարձր հիմնական պաշտոններ՝ համապատասխանաբար 9/9 և 9/8 խմբերի պաշտոնային դասակարգումով, իսկ շտաբի սերժանտի պաշտոնը՝ որպես «ավագ» զինվորական կոչումներով պաշտոնների խմբերի ամենաբարձր հիմնական պաշտոն՝ 7/4 խմբի պաշտոնային դասակարգումով:
 
Նախագծի ընդունման պարագայում տարեկան անհրաժեշտ կլինի մոտ 404 մլն դրամ՝ համապատասխան պաշտոնների գործակիցների, դրանց համար կառավարության 2014թ.-ի N 712-Ն որոշմամբ սահմանված հավելումների և կառավարության 2023 թ.-ի N 166-Ն որոշմամբ սահմանված հավելավճարների նախատեսման շրջանակներում, որն իրականացվելու է պաշտպանության նախարարությանն աշխատավարձի ուղղությամբ հատկացված ընդհանուր միջոցների հաշվին, և պետբյուջեից լրացուցիչ միջոցների հատկացում չի նախատեսվում:
