«Հարավային Կովկասի տարածաշրջանում խաղաղության հույսի շող կա: Մենք Ադրբեջանի և Հայաստանի միջև խաղաղության ապահովման վերջին փուլում ենք: Մեր երկիրն աջակցում է երկկողմ բանակցություններին»։ Նման հայտարարություն է արել Թուրքիայի արտգործնախարար Հաքան Ֆիդանը։ Հանրապետության Ազգային մեծ ժողովին (խորհրդարանին) ուղղված իր զեկույցում Թուրքիայի ԱԳՆ ղեկավարն արձանագրել է. Բաքվի և Երևանի միջև խաղաղության համաձայնագրի նախապատրաստման վերջնական փուլը սկսվել է։ Դրա մասին գրել է ռուսաստանցի քաղաքագետ Սերգեյ Մարկեդոնովը։ 

«Թուրք նախարարի լավատեսությունը հասկանալի է։ Սիրիական դաշտում ակնհայտ հաջողություններից հետո Անկարայի համար կարևոր է հաջողություններ ցույց տալ Հարավային Կովկասում։ Խաղաղություն ասելով, իհարկե, Ֆիդանն ու իր զինակիցները հասկանում են իրերի վիճակը, որը ձեռնտու կլինի իր երկրին։ Բայց որքանո՞վ են արդարացված նման լավատեսական գնահատականները։ Ի վերջո, արագ խաղաղության դրական կանխատեսումների մեջ ակնհայտորեն բացթողումներ չկան։ 2024 թվականն անցավ Բաքվի և Երևանի միջև անխուսափելի համաձայնագրի նշանի տակ: Սակայն այսօր էլ որոշ նրբերանգներ կան, որոնք ստիպում են փորձագետներին որոշակի զսպվածություն ցուցաբերել։

Դեկտեմբերի 5-ին ԵԱՀԿ Նախարարների նիստում Ֆիդանի հայ գործընկեր Արարատ Միրզոյանը հայտարարեց. Բաքուն և Երևանը համաձայնության են եկել խաղաղ համաձայնագրի նախագծի 17 հոդվածներից 15-ի շուրջ։ Նա հույս հայտնեց, որ եթե քաղաքական կամք լինի, վերջնական ստորագրումը սարերի հետևում չէ։ Բայց ինչպե՞ս կարող ենք այդ դեպքում բացատրել Ադրբեջանի ԱԳՆ ղեկավարության շրջանում նման լավատեսական գնահատականների բացակայությունը։ Այսպես, մերձկասպյան հանրապետության արտգործնախարար Ջեյհուն Բայրամովը, գրեթե համաժամանակյա Միրզոյանի «դեկտեմբերյան թեզերի» հետ, հայտարարեց. «Հայաստանի Սահմանադրությունը տարածքային պահանջներ է պարունակում մեր երկրի նկատմամբ։ Այդ հարցում Հայաստանից վճռական քայլեր ենք ակնկալում»։ Շուտով նա նորից կրկնեց նույն միտքը, ինչը, բնականաբար, համաձայնեցված էր երկրի բարձրագույն ղեկավարության հետ։

Եվ այստեղ Բաքվի և Երևանի միջև հակասություններն ակնառու են։ X-ի իր միկրոբլոգում Նիկոլ Փաշինյանը գրել է, որ իր երկրի Հիմնական օրենքի ոչ մի դրույթ հարևան պետությունների նկատմամբ պահանջներ չի պարունակում։ Հարցը (որն այնքան էլ անբովանդակ չէ) այն է, թե ինչպե՞ս կարելի է դրանում համոզել Իլհամ Ալիևին և ադրբեջանական իսթեբլիշմենտին։ Բաքուն վկայակոչում է 1990 թվականի օգոստոսի 23-ի Հռչակագրի տեքստը, Երևանն ասում է, որ այդ փաստաթուղթը չի արտացոլում Հիմնական օրենքի ոգին և տառը։ Մինչդեռ այդ վեճը բացառապես իրավական բանավեճի տեսք չունի»,- նշել է նա։
