ՀՅԴ-ն ընդդեմ ՀՀԿ շտաբի

«Ժամանակ» թերթը գրում է. «ՀՀԿ գործկոմի նիստն ըստ ամենայնի այսօր կշարունակի քննարկել ՀՅԴ-ի հետ կոալիցիայի խնդիրը: Կգան ընդհանուր որեւէ հայտարարի թե ոչ՝ պարզ կլինի ավելի ուշ: Առայժմ մամուլում հայտնվում են տեղեկություններ այն պայմանների մասին, որոնք քննարկվում են ՀՅԴ եւ Սերժ Սարգսյանի միջեւ: Մասնավորապես, ըստ այդ տեղեկությունների՝ Դաշնակցությունը ակնկալում է ստանալ երկու նախարարական պորտֆել: Հետաքրքրականն այստեղ այն է, թե հատկապես որ պորտֆելների մասին է խոսքը:
Դաշնակցությունը, ըստ տեղեկությունների, ցանկանում է ստանալ տարածքային կառավարման ու կրթության նախարարությունները: Խոսվում է անգամ, որ Սերժ Սարգսյանն արդեն որոշում է կայացրել բաժանել արտակարգ իրավիճակներն ու տարածքային կառավարումը՝ վերջին կտորը ՀՅԴ-ին տալու համար:
Սա էական հանգամանք է, քանի որ երկու նախարարություններն էլ՝ տարածքային կառավարումն ու կրթությունը, ըստ էության, առանցքային ֆունկցիոնալ նշանակություն ունեն ընտրական վարչական ռեսուրսի տեսանկյունից: Եվ եթե այս նախարարությունները հայտնվում են ՀՅԴ-ի ենթակայության տակ, ապա սա նշանակում է, որ ՀՅԴ-ն է էական դերակատարում ստանում ընտրական գործընթացներում վարչական ռեսուրսի կառավարման գործընթացում:
Այստեղ առաջանում են հետաքրքրական հեռանկարներ մի քանի ուղղությամբ: Չի բացառվում, որ Սերժ Սարգսյանը Դաշնակցության վրա է դնում խորհրդարան անցնելու խնդիրը, այսինքն՝ չի երաշխավորում որեւէ կոնկրետ ցուցանիշ, պարզապես տալիս է լծակները ՀՅԴ-ին, որը պետք է այդ կարեւոր լծակների մասով ապահովի ՀՀԿ-ի անհրաժեշտ ցուցանիշը եւ աշխատի նաեւ ինքն իր ցուցանիշի համար:
Սրանից զատ, ըստ էության ստեղծվում է մի իրավիճակ, երբ շահերի բախում է առաջանում ՀՅԴ-ի եւ ՀՀԿ-ի կենտրոնական շտաբի միջեւ: Ով կգլխավորի այդ շտաբը: վերջին ընտրություններին այդ շտաբի անփոխարինելի նախագահ է լինում Հովիկ Աբրահամյանը: Սակայն, անկախ ամեն ինչից, ով էլ լինի ՀՀԿ շտաբի պետը ընտրություններում, նա փաստորեն չի ունենում ուղիղ լծակ երկու առանցքային վարչական ռեսուրսների հանդեպ՝ տարածքային կառավարման նախարարության ու կրթության եւ գիտության նախարարության: Այդ պորտֆելները ՀՅԴ տրամադրության տակ դնելով՝ Սերժ Սարգսյանը փաստորեն զգալի կախվածության մեջ է թողնում ՀՀԿ ընտրական շտաբի պետին եւ ըստ ամենայնի՝ ամբողջ կուսակցությանը: Սա այն է, ինչի համար էլ Սարգսյանը, մեծ հաշվով, գնում է ՀՅԴ-ի հետ կոալիցիայի: Տվյալ պարագայում, նախընտրական այդ դրվագում ըստ ամենայնի կփորձարկվի արդեն 2017 թվականի ընտրություններից հետո այդ մեխանիզմը արդեն առավել ընդգրկուն քաղաքական զարգացումներում իրականացնելու հնարավորությունը»:
