ԿԳՄՍՆ-ն հայտարարություն է տարածել դպրոցներում պարգևավճարների տրամադրման մասին

Ի պատասխան տարբեր լրատվամիջոցներում շրջանառվող տեղեկությունների՝  հայտնում ենք, որ ՀՀ կրթության, գիտության, մշակույթի և սպորտի նախարարությունը որևէ կերպ չի խոչընդոտում դպրոցներում պարգևավճարների տրամադրմանը: Այս մասին հաղորդագրություն է տարածել ԿԳՄՍՆ-ն:

«Տեղեկացնում ենք, որ նախարարությունն ընդամենը հիշեցրել է դպրոցների տնօրենների պարգևատրման գործող օրենսդրությունը, ըստ որի` ՀՀ աշխատանքային օրենսգրքի համաձայն հիմնական աշխատավարձի նկատմամբ հաշվարկվող հավելումները, հավելավճարները և պարգևատրումները համարվում են լրացուցիչ աշխատավարձ, որը պետք է սահմանվի գործատուի իրավական ակտով։ Հետևաբար, որևէ դպրոցի տնօրենի պարգևավճարի սահմանումը պետք է իրականացվի տվյալ դպրոցի լիազոր մարմնի հրամանով՝ օրենսդրության համաձայն։

Միաժամանակ, հարկ ենք համարում ընդգծել, որ սա վերաբերում է միայն դպրոցների գործադիր մարմնին՝ տնօրենին և վարչատնտեսական համակարգողին (առկայության դեպքում), իսկ դպրոցների մնացյալ աշխատակազմի պարգևատրումը հանդիսանում է դպրոցների իրավասության շրջանակում գտնվող հարց և կարող է իրականացվել հենց իրենց կողմից, օրենսդրությամբ սահմանված կարգով, համապատասխան ֆինանսական միջոցների առկայության դեպքում։ Եվս մեկ անգամ շեշտում ենք, որ խոսքը վերաբերում է տարիներ շարունակ գործող օրենսդրությանը, որի իմացությունը և կիրառությունը առաջին հերթին դպրոցների գործադիր մարմնի՝ տնօրենի և վարչատնտեսական համակարգողի անմիջական պարտականությունն են։

Ինչ վերաբերում է շրջանառվող այն տեղեկատվությանը, թե դպրոցներից հետ է գանձվել տնտեսված միջոցների մի մասը, պետք է նշել, որ ՀՀ կառավարության 22․09․2022թ․ թիվ 1481-Ն որոշմամբ հաստատված պետական հանրակրթական ուսումնական հաստատությունների՝ պետական բյուջեի միջոցներից ֆինանսավորման կարգի համապատասխան տնտեսված միջոցները ենթակա են վերադարձման պետական բյուջե։ Միաժամանակ, ՀՀ կրթության, գիտության, մշակույթի և սպորտի նախարարությունը, նույն կարգի 7-րդ կետի համաձայն, ՀՀ մարզերից և Երևան քաղաքից հավաքագրել է ուսումնական հաստատությունների կապիտալ հրատապ անելիքները և առաջիկայում պատրաստվում է Կառավարության քննարկմանը ներկայացնել տնտեսված միջոցների մյուս մասը այդ հրատապ կարիքներին ուղղելու նախագիծը։

Հարկ է նշել նաև, որ հրատապ կարիքներին արձագանք է տրվում նաև նախարարության արագ արձագանքման ֆոնդի շրջանակում՝ հիմնականում դպրոցների տանիքների, սանհանգույցների, ջեռուցման հարցերի կարգավորման համար։ 2024 թվականին այս ֆոնդի շրջանակում արդեն իսկ աջակցություն է տրվել շուրջ 25 դպրոցի, սկզբնապես նախատեսված միջոցները տարվա ընթացքում ավելացվել են շուրջ 30 մլն ՀՀ դրամով»:
