ՀՀ պաշտպանություն նախարարությունը նախատեսում է զինված ուժերում ներդնել «Հրամանատրում` առաջադրանքի միջոցով» համակարգ, որի ներդրման անհրաժեշտությունն առաջացել է ՀՀ պաշտպանության ռազմավարական վերանայման շրջանակներում ի հայտ բերված եզրահանգումների արդյունքում: Ինչպես փոխանցում է «Արմենպրես»-ը՝ այդ ուղղությամբ աշխատանքների իրականացումն ընդգրկված է ՀՀ կառավարության 2016 թվականի գե րակա ծրագրերի թվում: Ըստ ՊՆ-ի՝ տեխնիկական ու տեխնոլոգիական առաջընթացը և ռազմական գործում հեղափոխությունն ու նոր տեսակի զենքերի ներդրումը հանգեցրել են զինված պայքարի ձևերի և եղանակների, հետևաբար նաև՝ պատերազմի բնույթի փոփոխմանը:
Ժամանակակից սպառազինության, ռազմական տեխնիկայի հնարավորությունների և մեր տարածաշրջանում ձևավորված ուժերի իրական հարաբերակցության պայմաններում առաջ է եկել հավանական հակառակորդի քանակական առավելությունը որակական գերազանցությամբ չեզոքացնելու նպատակ: Այս նպատակին հասնելու ուղիներից է «Խելամիտ պաշտպանությունը», որն արտահայտվելու է ռազմական (մարտական) գործողությունների ձևերի ու եղանակների փոփոխությամբ և թույլ է տալու փոքր, բայց մեծ խնդիրների կատարմանն ունակ ստորաբաժանումներով իրականացնել ապակենտրոնացված ու տարատեղված ռազմական (մարտական) գործողություններ: Նպատակին հասնելու միջոցներից է «Հրամանատրում առաջադրանքի միջոցով» սկզբունքը, որը «Դիտարկում-կողմնորոշում-
Գերակա խնդիրը պետք է իրականացվի 2016-2018թթ. ժամանակահատվածում` դրա կատարմանն ուղղված քայլերի հետևյալ հաջորդականությամբ. պատերազմի (ռազմական և մարտական գործողությունների) վարման առավել օպտիմալ ձևերի ու եղանակների մշակում, «Հրամանատրում առաջադրանքի միջոցով» սկզբունքին համահունչ` ՀՀ ԶՈւ կառավարման համակարգում կառավարման մարմինների լիազորությունների և գործառույթների շրջանակների որոշում, «Հրամանատրում առաջադրանքի միջոցով» սկզբունքի շրջանակներում անձնակազմի վերապատրաստման համար ստեղծել գործընկեր երկրների ուսումնակրթակ ան կենտրոններում անցկացվող դասընթացներին (անհատական պատրաստություն) և զորավարժություններին (հավաքական պատրաստություն) ՀՀ ԶՈւ ներկայացուցիչների և ստորաբաժանումների մասնակցության հնարավորություններ, ՀՀ ԶՈւ կառավարման մարմինների, կառավարման կետերի կառուցվածքի և տեխնիկական միջոցներով հագեցվածության վերանայում, համապատասխան նորմատիվ-իրավական և ղեկավար փաստաթղթերում փոփոխությունների և լրացումների կատարում (ըստ անհրաժեշտության` նոր փաստաթղթերի մշակում):
