ՆԳՆ նախաձեռնած օրենսդրական կարգավորումներով կանոնակարգվում է անհատական շարժունակության (տեղաշարժման) միջոցներով (էլեկտրական սկուտեր, էլեկտրական սքեյթբորդ, գիրոսկուտեր, սեգվեյ, միանիվ և այլ նմանատիպ միջոցներ) երթևեկությունը։ Հայտնում են նախարարությունից:

Օրենսդրական կարգավորումների հիմնական նպատակը ՀՀ-ում այս ոլորտում միջազգային փորձին համահունչ նոր մշակույթի ձևավորումն է։

Ըստ կարգավորման՝

  • անհատական շարժունակության (տեղաշարժման) միջոցը մեկ կամ մի քանի անիվ (գլանափող) ունեցող տրանսպորտային միջոց է, որը նախատեսված է էլեկտրական շարժիչի օգտագործմամբ մարդու անհատական տեղաշարժման համար (էլեկտրական սկուտեր, էլեկտրական սքեյթբորդ, գիրոսկուտեր, սեգվեյ, միանիվ և այլ նմանատիպ միջոցներ):
  • անհատական շարժունակության միջոց վարելու իրավունք ունեն 18-ից բարձր տարիք ունեցող, ինչպես նաև 16 տարին լրացած և «AM» ենթակարգի տրանսպորտային միջոց վարելու իրավունք ունեցող անձինք։ Անհատական շարժունակության (տեղաշարժման) միջոցներով երթևեկությունը թույլատրվում է հեծանվային կամ հեծանվահետիոտնային արահետներով կամ հեծանվորդների համար նախատեսված գոտիով, դրանց բացակայության դեպքում` նաև օրենքով սահմանված այլ վայրերում: Մինչև 18 տարեկան (բացառությամբ՝ 16 տարին լրացած և «AM» ենթակարգի տրանսպորտային միջոց վարելու իրավունք ունեցող) անձանց կողմից անհատական շարժունակության (տեղաշարժման) միջոցներով երթևեկության թույլատրելի վայրերը սահմանվում են համայնքի ավագանու կողմից:
  • Անհատական շարժունակության միջոցները վարձակալությամբ տրամադրող կազմակերպությունների համար նախատեսվում է պարտավորություն, որպեսզի բացառեն այդ միջոցները 25 կմ/ժ-ից ավելի արագությամբ վարելը։ Նախատեսված է նաև նվազագույն աշխատավարձի 29-ապատիկի չափով տուգանք, եթե անհատական շարժունակության միջոցը օրենքով սահմանված կարգով կահավորված չէ արագությունը չափող սարքավորումով: Վերջին կարգավորումն ուժի մեջ կմտնի 2025 թ. սեպտեմբերի 1-ից։
  • Արգելվում է անհատական շարժունակության միջոցով տեղափոխել ուղևոր կամ բեռ (բացառությամբ՝ այդ միջոցն օգտագործողի կողմից առանց ձեռքերի օգտագործման պահվող ուղեբեռի, օրինակ՝ ուսապարկ): Ապրանքների առաքում իրականացնող հեծանվորդների կամ մոպեդների վարորդների կողմից հեծանիվը կամ մոպեդն առանց սաղավարտի կամ չկոճկած սաղավարտով վարելու համար նախատեսվում է տուգանքի նշանակում՝ սահմանված նվազագույն աշխատավարձի յոթնապատիկի չափով:
  • Երթևեկելի մասում ինքնագլորների երթևեկությունը թույլատրվում է մեկ շարքով, արգելվում է վարել թունելներում, թաց ծածկույթ ունեցող ճանապարհներին և այլն։
  • Անհատական շարժունակության (տեղաշարժման) միջոցների երթևեկությանը ներկայացվող պահանջները խախտելու համար նախատեսվում է տուգանքի նշանակում՝ սահմանված նվազագույն աշխատավարձի հնգապատիկի չափով:

Կարգավորումն ուժի մեջ մտնելուց հետո (2024 թվականի նոյեմբերի 24) անհատական շարժունակության (տեղաշարժման) միջոցների երթևեկությանը ներկայացվող պահանջները խախտելու համար Պարեկային ծառայության կողմից կազմվում են արձանագրություններ։
