Վաշինգտոնում ստորագրվածը ո՛չ համաձայնագիր է, ո՛չ հռչակագիր, այլ հանձնաժողովի կանոնադրություն։ Այս մասին իր ֆեյսբուքյան էջում գրել է քաղաքական մեկնաբան Հակոբ Բադալյանը։

Այդպիսով, ըստ ամենայնի, հարկ է որոշակի հստակեցում:
Առավոտյան գրառումով հարց էի շոշափել, թե ի՞նչ մակարդակի փաստաթուղթ է լինելու Վաշինգտոնում ստորագրվողը, որովհետև հայտարարությունը, որ ստորագրվելու է ռազմավարական գործընկերության փաստաթուղթ, շատ ընդհանրական է:
Փաստորեն, ստորագրվողը ո՛չ համաձայնագիր է, ո՛չ հռչակագիր, այլ հանձնաժողովի կանոնադրություն: Այլ կերպ ասած, ստորագրված փաստաթղթի առնչությամբ ասել, որ Հայաստանն ու ԱՄՆ այլևս ռազմավարական գործընկերներ են, թերևս կլինի շատ ձգված:
Համեմատության համար, դա մոտավորապես կլինի նույնը, ինչ ասել, որ ստորագրելով Հայաստանի և Ադրբեջանի միջև սահմանազատման ու սահմանագծման հանձնաժողովների կանոնադրությունը՝ նշանակում է, որ Հայաստանն ու Ադրբեջանն այլևս սահմանազատված ու սահմանագծված պետություններ են:
Ըստ այդմ, իր կարևորությամբ հանդերձ, այդուհանդերձ պետք է, թերևս, հանրության մոտ չձևավորել թյուր տպավորություն և արձանագրել, որ խոսքը պարզապես ռազմավարական գործընկերության հարցերի հանձնաժողովի կանոնադրության մասին է:
Իսկ հայ-ամերիկյան ռազմավարական գործընկերությունը, ըստ ամենայնի, դեռ պետք է լինի այդ հանձնաժողովի աշխատանքի արդյունք»,- գրել է նա։
