Հունվարի 14-ին Վաշինգտոնում ստորագրված Հայաստանի Հանրապետության և Ամերիկայի Միացյալ Նահանգների միջև ռազմավարական գործընկերության մասին կանոնադրության վերաբերյալ տարբեր կարծիքներ և մեկնաբանություններ կան:
Կան մարդիկ ասում են դա Իրանի դեմ է, կան մարդիկ՝ ասում են Ռուսաստանի դեմ է, Ադրբեջանի դեմ է և այլն:
Այս մասին հանրային ՀԸ եթերում ասաց Անվտանգային քաղաքականության հետազոտական կենտրոնի ղեկավար Արեգ Քոչինյանը:
Ըստ Քոչինյանի, նման ձևակերպումները նպատակ ունեն հնարավորինս սաբոտաժի ենթարկել փաստաթղթի նկատմամբ վերաբերմունքը, իսկ իրականում այն որևէ մեկի դեմ չէ:
«Փաստաթուղթը Հայաստանի Հանրապետության և ԱՄՆ-ի միջև մի շարք ուղղություններով համագործակցության խորացման մասին է: Ընդ որում, կան ուղղություններ, որտեղ ձևակերպումներն ավելի ընդհանրական են, ուղղություններ կան, որոնք բավական կոնկրետ են, օրինակ էներգետիկայի մասին, սահմանների կառավարման մասին: Սահմանների կառավարման գլուխը, որն ինչ-որ մարդկանց մոտ ինչ-որ հույզեր է առաջացրել՝ ինչ մասին է: Այն մասին է, որ ԱՄՆ-ն իր վրա հանձնառություն է վերցրել աջակցել Հայաստանին իր սահմանների կառավարման գործը իր ինքնիշխանության ներքո ամբողջությամբ վերականգնելու և արդյունավետ սահմանային կառավարում իրականացնելու:
Դա բավական բարդ, համընդգրկուն պրոցես է, որը ենթադրում է սահմանապահ ծառայության ռեֆորմ, սահմանային ծառայության էլեկտրոնային կառավարում և այլն»,- ասաց Քոչինյանը:
Ըստ նրա, ԱՄՆ-ն նույն գործընթացն արել է Վրաստանի, նաև ինչ-որ չափով Ադրբեջանի հետ:
«Այսինքն էս տարածաշրջանում մենք ըստ էության միակ երկիրն էինք, որ էդ սահմանային կառավարման գործում Միացյալ Նահանգների գործուն աջակցության ռեֆորմի մեջ մասնակցություն չէինք ունեցել: Այսինքն Վրաստանը հեչ, Ադրբեջանը հեչ, մենք մե՞ջ»:
Ըստ Քոչինյանի, փաստաթուղթը բավական լուրջ հանգրվան է հայ-ամերիկյան հարաբերությունների մեջ:
