2024 թվականից մեկնարկել է Ֆիզիկական անձանց եկամուտների համընդհանուր հայտարարագրման համակարգի երկրորդ փուլը, որի շրջանակում 2024 թվականի հայտարարագրերը ներկայացվում են մինչև 2025 թվականի մայիսի 1-ը ներառյալ։ Ըստ մասնագետների՝ գրեթե 720 հազար մարդ պետք է հայտարարագիր ներկայացնի։ Ընդ որում, ինչպես վայել է գործող դիլետանտ իշխանությանը, նշված «բարեփոխումն» էլ իրականացվում է խայտառակ պայմաններում։
Խնդիրներ կան անձնագրային բաժիններից նույնականացման քարտերի ստացման, բջջային օպերատորների կողմից՝ էլեկտրոնային ստորագրության ստացման հարցերում։ Առաջիկայում էլ խայտառակ վիճակ է ստեղծվելու, երբ մարդիկ զանգվածաբար ստիպված են լինելու հերթերում ժամեր անցկացնել, ապա և հաշվապահ գտնել, որ իրենց հայտարարագրերը լրացնեն։
Այս անհեթեթ և անպարաստ ռեֆորմով իշխանությունն ընդամենը մեկ հարց է լուծում։ Ցանկացածի հայտարարագրում, եթե նա երկար ժամանակ հայտարարագրեր չի ներկայացրել, կարելի է խախտումներ գտնել։ Մեծ հավանականությամբ այդ 720 անձանցից շատերի հայտարարագրերը չեն ստուգելու, փոխարենն ուշադիր են լինելու իշխանության ընդդիմախոսների նկատմամբ, որոնց եկամուտները մանրադիտակով կքննեն։ Արդյունքում, հայտարարագրման այս համակարգը Փաշինյանին հարկավոր է միայն երկրում իր բռնապետական իշխանությունն ամրապնդելու համար։
