Հայաստանում հունվարի մեկից մի քանի հարկատեսակներ կտրուկ աճել են կապված հարկային օրենսգրքում կատարված փոփոխությունների հետ։

ArmLur.am-ը ներկայացնում է, թե ինչ փոփոխություններ են տեղի ունեցել հարկային օրենսգրքում և ինչ տոկոսային հարաբերակցություն է փոփոխվել։

Հայաստանում 2025 թվականի հունվարի 1-ից ուժի մեջ են մտել հարկային օրենսգրքում կատարված փոփոխություններ, որոնք ազդում են փոքր և միջին բիզնեսի վրա։ Մասնավորապես, շրջանառության հարկի դրույքաչափերը բարձրացվել են՝ 5%-ից հասնելով մոտ 10%-ի։ Այս փոփոխությունը նպատակ ունի կրճատել հարկման ընդհանուր համակարգում առկա հարկային բեռի և շրջանառության հարկի համակարգի հարկային բեռի միջև տարբերությունը։

Վարչապետ Նիկոլ Փաշինյանը նշել է, որ այս փոփոխությունը միտված է խոշոր բիզնեսների ստվերը կրճատելուն և փոքր բիզնեսի համար նոր հնարավորություններ ստեղծելուն։ Նա ընդգծել է, որ ՓՄՁ-ները կարող են կրճատել իրենց հարկային բեռը, եթե ողջ շրջանառությունը փաստաթղթավորված լինի։

Բանն այն է, որ նման կերպ փոքր և միջին ձեռնարկատիրությունների սեփականատերերը չեն ցանկանում աշխատել, քանի որ շատերի համար փակուղի է ստեղծվում, և նրանք մտածում են՝ դադարեցնելը կլինի միակ ճիշտ ելքը։

Այնուամենայնիվ, գործարարները մտահոգություն են հայտնել, որ այս փոփոխությունները կարող են բարդացնել իրենց գործունեությունը։

Բացի այդ, 2025 թվականի հունվարի 1-ից Երևանում դադարեցվել է հիփոթեքային վարկի դեպքում եկամտահարկի վերադարձի օրենքի կիրառումը։ Այս օրենքը նախկինում հնարավորություն էր տալիս հիփոթեքային վարկ ունեցող քաղաքացիներին հետ ստանալ իրենց վճարած եկամտահարկը այնքան չափով, որքան վարկի տոկոսներ էին վճարում։ Այս փոփոխությունը կարող է ազդել անշարժ գույքի շուկայի վրա։

Հավելենք, որ 2025 թվականին Հայաստանում գրանցված աշխատողի համար հարկերն ու պարտադիր վճարումները ներառում են հիմնական տեսակներ՝

Եկամտային հարկ․ 2023 թվականից եկամտային հարկի համահարթ դրույքաչափը սահմանվել է 20%:

Կուտակային կենսաթոշակային վճար․ Աշխատողը կատարում է իր ամսական եկամտի 5% չափով կուտակային վճար, իսկ պետությունը հավելում է ևս 5%՝ սահմանված առավելագույն շեմի սահմաններում:

Սոցիալական վճար (որոշ դեպքերում)․ Կիրառվում է, եթե աշխատավարձը գերազանցում է որոշակի շեմ։

Սա կարող է լինել լրացուցիչ գանձվող հարկ՝ կախված եկամտի չափից։
