ԱՄՆ-ի հետ համագործակցության ոլորտները բազմաթիվ են՝ սկսած տնտեսական համագործակցությունից, վերջացրած անվտանգության ու պաշտպանության ոլորտներում համագործակցությամբ, մեր ժողովրդավարական ինստիտուտներին աջակցությամբ: Այս մասին ԱԺ-ում հարցուպատասխանի ժամանակ նշեց ԱԳ նախարար Արարատ Միրզոյանը՝ անդրադառնալով հայ-ամերիկյան ռազմավարական գործընկերության կանոնադրության հաստատմանը:
«Իսկապես շատ հաջողված, բազմաոլորտ և լավ հեռանկարներ բացող փաստաթուղթ է:
Բայց ես ուրիշ բանի եմ ուզում անդրադառնալ. Շատ հետաքրքիր մանիպուլյացիոն գործընթացներ եղան, որոնք մի քիչ սովոր աչքի համար տեսանելի են: Մի մասն ասաց՝ վերջ, փրկվեցինք: Ժողովուրդ ջան, չփրկվեցինք և պետք չի, ընդհանրապես, փրկիչներ ման գալ, ինչպես պետք չէր ժամանակին փրկիչներ ման գալ հյուսիսում, հիմա էլ պետք չի փրկիչներ ման գալ հյուսիսում, հարավում, արևելքում ու արևմուտքում: Մենք փրկիչներ չենք փնտրում, և այս փաստաթղթով էլ փրկիչներ չենք գտել:
Մենք տարիներ շարունակ ԱՄՆ-ի հետ ունեցել ենք համագործակցության մի ֆորմատ, որը կոչվել է ռազմավարական երկխոսություն: Մենք գարնանը հայտարարել էինք, որ որոշել ենք և աշխատելու ենք, որ մեր հարաբերությունները մտադիր ենք բարձրացնել մի մակարդակ ավել՝ ռազմավարական գործընկերության: Եվ ահա, մենք հունվարի 14-ին փաստաթուղթ ենք կնքել:
Մյուս խումբն ասում է՝ սա ռազմական դաշինք է, որ ընդհանրապես այդպես չի: Հավանաբար էն մտքով, որ հետո ասեն՝ տեսա՞ք, ռազմավարական դաշինքն էլ չաշխատեց, այստեղ էլ տարբեր պոչեր կարելի է գտնել:
Բբայց ամենափայլունը այն մի խումբն էր, որ ասում էր՝ լավ է, վատ է, բայց մեզ սրա համար Թեհրանը և Մոսկվան պատժելու են։
Ես վերադարձել եմ Մոսկվայից, աշխատանքային այցով էի այնտեղ, իմ տեղակալը մեկ օր առաջ վերադարձել է Թեհրանից, մենք մեր մոսկովյան և թեհրանյան գործընկերների հետ շատ սերտ, կարելի է ասել ամենօրյա, ամենշաբաթյա կապի մեջ ենք, շատ հարցեր կոորդինացնում ենք և փոխըմբռնման գործընկերության մթնոլորտում աշխատում ենք։ Սա իսկապես կարևոր փաստաթուղթ էր և այն որևէ կերպ անփայլ փաստաթուղթ անվանել հնարավոր չէ, եթե փորձում ես օբյեկտիվ գնահատել, ոչ էլ ավել: Այն ռազմական դաշինք անվանել էլ չի կարելի, այն ընդհանրապես պայմանագիր չի, կանոնադրություն է»,- հայտարարեց Միրզոյանը:
