2016թ.-ին կառավարությունը մտադիր է ներգրավվել մոտ 909 մլն դոլարի պարտք

ՀՀ կառավարության հաստատած «2016-2018թթ. միջնաժամկետ ծախսային ծրագրի» ուսումնասիրությունից պարզ է դառնում, որ 2016թ.-ին կառավարությունը մտադիր է ներգրավվել մոտ 909մլն դոլարի պարտք:

Եթե կառավարության կանխատեսած ցուցանիշների համաձայն 2016 թվականի սկզբին մեր պետական պարտքը կազմելու է 4.2 մլրդ դոլար, ապա նույն տարվա վերջին այն պետք է կազմի 5.1 միլիարդ դոլար: Սակայն թվերը և պաշտոնյաների հայտարարությունները խոսում են այն մասին, որ մեր պետական պարտքը աճում է շատ ավելի արագ, քան կանխատեսում է կառավարությունը: ՀՀ պետական բյուջեով սահմանված էր, որ 2015թ.-ի տարվա վերջին մեր պետական պարտքը կկազմի 4.2 միլիարդ դոլար:Բայց ՀՀ ֆինանսների փոխնախարարը 2015թ.-ին նաև հայտարարել էր, թե այս տարվա՝ 2016թ.-ի վերջին պետական պարտքը կլինի մոտ 4.9 միլիարդ դոլար:

Եթե սրան ավելացնենք վերը նշված 909 միլիոն դոլարը, ապա կստացվի, որ 2016թ.-ի վերջին մեր պետական պարտքը կդառնա արդեն 5.8 միլիարդ դոլար՝ կառավարության կանխատեսած 5.1 միլիարդի փոխարեն: Պարտքը ինքնին այնքան էլ վտանգավոր չէ, եթե դրա արդյունքում աճում է նաև տնտեսությունը: Ըստ էության հենց սա է պարտքի կառավարման արդյունավետության միակ ցուցիչը` եթե պարտք ենք վերցնում, օգտագործում ենք այն արդյունավետ, ապա դա պետք է հանգեցնի տնտեսական աճի: Եթե չի հանգեցրել աճի, ապա պարտքը կարելի է ասել՝ մսխվել է:Բայց ակնհայտ է, որ Հայաստանի ներգրաված պարտքերը չեն հանգեցնում տնտեսության աճին և գնալով այդ պարտքերը անտանելի բեռ են դառնալու մեր տնտեսության համար:

Այնպես, որ արձանագրել, թե երկրում և ոչ մի ոլորտում չկա <աճ>, այնքան էլ ճիշտ չէ, ահավասիկ ՀՀ պետական պարտքի ցուցանիշը դրա վառ օրինակ է:)))))))
