«Փաստ» օրաթերթը գրում է.
Չնայած համատարած դժգոհություններին ընդառաջ կառավարությունը մի փոքր «հետքայլ» արեց համընդհանուր հայտարարագրման համակարգում՝ սահմանելով մինչև 300 հազար դրամի շեմ նվիրատվությամբ, անհատույց, փոխառությամբ, գույքի օտարումից միանվագ ստացված չհարկվող եկամուտների մասով, այդուամենայնիվ, մարդկանց դժգոհությունը չի նվազում:
Ճիշտ է, իշխանությունները փորձում են այդ դժգոհությունները տեղավորել այն ենթատեքստում, թե մարդիկ թաքցնելու բան ունեն, իրականում ոչ պակաս կարևոր հանգամանք է տեխնիկական բարդությունը, որը երկրորդ պլան է մղվում: Բանն այն է, որ մարդիկ պիտի ստանան ID քարտ, և անհասկանալի է, թե ինչի համար է դա, եթե նախ՝ ID քարտերն այլևս «չիպով» չեն, երկրորդ՝ եթե մարդն ունի անձնագիր և հանրային ծառայողի համարանիշ (սոցքարտ): Հաջորդը՝ ստացվում է՝ եթե մարդն ունի հեռախոս, որը «սիմ քարտի» տեղ չունի, պետք է նոր հեռախոս գնի՞: Երրորդ՝ ստացվում է՝ հազիվ ծայրը ծայրին հասցնող մարդիկ հավել յալ ծախսեր պիտի անեն՝ 3300 դրամ (միջնորդավճարով) անիմաստ ID քարտի համար և տարեկան 3000 դրամ էլ՝ էլեկտրոնային ստորագրության համար:
Երեկ ՊԵԿ-ը հայտարարել է, որ պատրաստակամ է աջակցել հարկ վճարողներին և իրենց աշխատակիցներին՝ եկամուտների տարեկան հայտարարագրման մասին իրազեկվածության մակարդակի բարձրացման նպատակով։ Եթե կազմակերպությունն ունի 50 և ավելի աշխատողներ, ապա ՊԵԿ հարկ վճարողների սպասարկման վարչության ներկայացուցիչները կարող են այցելել տվյալ կազմակերպություն և իրականացնել իրազեկման աշխատանքներ՝ ֆիզիկական անձանց տարեկան եկամուտների հայտարարագրման վերաբերյալ:
Այսինքն, եթե պետությունն ինքն ընդունում է, որ համակարգն այնքան խրթին է, որ իրազեկման անհրաժեշտություն կա, ի՞նչ են անելու 2026 թվականին, երբ հայտարարագիր ներկայացնելու պարտավորություն ունենան բոլորը՝ հեռավոր մի գյուղի հովվից սկսյալ մինչև թոշակառու և տնային տնտեսուհի: Արդյունքում, շատ մասնագետներ կարծում են, որ եթե անցած տարի հայտարարագիր է ներկայացրել հայտարարագիր ներկայացնելու պարտավորություն ունեցողների մոտ կեսը, ապա այս տարի տոկոսային ցուցանիշն անհամեմատ ցածր կարող է լինել։
