Մարդու իրավունքների պաշտպանի մշտադիտարկումների, գրավոր և բանավոր դիմում-բողոքների, այդ թվում՝ թեժ գծի հեռախոսահամարին ստացված զանգերի արդյունքում արձանագրվել է, որ վերջին շրջանում սոցիալական ցանցերում շարունակվում են լայնորեն տարածվել երեխաների մասնակցությամբ տեսանյութեր, որոնք երեխաներին թիրախավորելու և բուլինգի ենթարկելու պատճառ են դառնում:

Այս մասին հայտնում են ՄԻՊ աշխատակազմից։

«Շատ հաճախ անձնական տվյալները հրապարակվում են առանց երեխաների և նրանց օրինական ներկայացուցիչների իմացության ու իրազեկ համաձայնության, ինչն անթույլատրելի է և ոչ իրավաչափ։

Հաշվի առնելով վերոգրյալը՝ Պաշտպանը ևս մեկ անգամ հորդորում է զերծ մնալ երեխաների մասնակցությամբ նրանց թիրախավորման ու բուլինգի ենթարկելու պատճառ հանդիսացող նյութերի պատրաստումից, հրապարակումից և տարածումից։

Երեխաների մասնակցությամբ լուսանկարների և տեսանյութերի հրապարակումը պետք է իրականացվի բացառապես երեխայի «լավագույնի շահի» ապահովմամբ և «մի՛ վնասիր» սկզբունքով:

Երեխայի անձնական տվյալները հրապարակելիս, տեղեկատվական հաղորդակցման ցանցերում տեղադրելիս կամ այլ եղանակով անձնական տվյալներն այլ անձի մատչելի դարձնելիս` պետք է խստորեն պահպանվեն անձնական տվյալները երրորդ անձանց հասանելի դարձնելու՝ միջազգային և ներպետական օրենսդրությամբ նախատեսված պահանջները։ Պաշտպանը ևս մեկ անգամ ընդգծում է, որ անձնական տվյալների պաշտպանության ոլորտում երեխաների իրավունքների խախտման դեպքերը բացառելու ուղղությամբ անհրաժեշտ է իրականացել յուրաքանչյուրի, և, հատկապես, երեխայի անձնական տվյալների պաշտպանության վերաբերյալ հանրային իրազեկման արշավներ ու վերապատրաստումներ, բարձրացնել իրազեկվածությունը, ի թիվս այլնի, «Անձնական տվյալների պաշտպանության մասին» Հայաստանի Հանրապետության օրենքով սահմանված պահանջների և դրանք խախտելու համար նախատեսված պատասխանատվության վերաբերյալ։

Պաշտպանը հորդորում է զերծ մնալ երեխաների մասնակցությամբ նման նյութերի պատրաստումից, հրապարակումից և տարածումից, միաժամանակ, խիստ կարևորում է պետական իրավասու մարնինների, այդ թվում` Անձնական տվյալների պաշտպանության գործակալության, Հեռուստատեսության և ռադիոյի հանձնաժողովի կողմից հետևողականության ապահովումը` նման դեպքերի պատշաճ արձագանքման տեսանկյունից:
