Ո՞ւր կարտաքսվեն արցախցիները ԱՄՆ-ից՝ ՀՀ, թե՞ Ադրբեջան

ԱՄՆ նորընտիր նախագահ Դոնալդ Թրամփը՝ գալով իշխանության, բազմաթիվ հրամանագրեր է ստորագրել, որոնցից մեկը մեծ աժիոտաժ է առաջացրել ԱՄՆ-ում ու հատկապես հայ համայնքում։
Թրամփը կարգադրել է անօրինական ներգաղթյալների զանգվածային արտաքսում ԱՄՆ–ից։ Ըստ այդմ, երկրի իշխանությունները մտադիր են արտաքսել մոտ 1,5 միլիոն մարդու, որից 2808 հայեր են: Ցուցակում կան այլ ազգություններ ևս՝ 833-ը վրացի, 709-ը ադրբեջանցի, 3103-ը թուրք, 3518 ռուս, 1862-ը ուկրաինացի։ Ցուցակը ներառում է աշխարհի բոլոր երկրները:
MediaHub-ը տեղեկացավ, որ ԱՄՆ–ում հայերի շրջանում խառնաշփոթ է, քանի որ այնտեղ բնակություն հաստատած մարդիկ ամենը թողած տեղափոխվել են էլ ավելի լավ կյանք ձեռք բերելու նպատակով, անցել անգամ Մեքսիկան, բայց քաղաքացիություն այդպես էլ չստանալով՝ կանգնած են արտաքսման շեմին։
Այս ամենին ևս մեկ խնդիր է ավելանում. ԱՄՆ-ում բնակվող հատկապես արցախահայերի մոտ է հարց ծագել, թե արցախցիները, որոնք չունեն ոչ մի այլ փաստաթուղթ, բացի Արցախում ստացած անձնագրից, ո՞ւր են արտաքսվելու՝ Հայաստա՞ն, թե՞ Ադրբեջան, քանի որ Նիկոլ Փաշինյանը Արցախը ճանաչեց Ադրբեջանի մաս:
Այս հարցով MediaHub-ը դիմեց միգրացիայի և քաղաքացիության ծառայության պետ Նելլի Դավթյանին:
«070 կոդով անձնագիրը ՀՀ քաղաքացիության մասին վկայող անձը հաստատող փաստաթուղթ է և, ըստ էության, օտար սահմանապահը դա ճանաչում է որպես ՀՀ քաղաքացու անձը հաստատող»,- ասաց նա։
Նա նշեց, որ տեղահանությունից հետո 1864 որոշումը հենց այդ նպատակն ուներ՝ ժամանակավոր պաշտպանության վկայականներ տրամադրել տեղահանված անձանց, որպեսզի նրանք լինեն պաշտպանված նման իրավիճակում:
«Ցանկացած պետության սահմանապահ QR կոդի միջոցով կտեսնի երկլեզու բովանդակություն, որը հաստատված է նաև ՄԱԿ–ի փախստականների գերագույն հանձնակատարի գրասենյակի կողմից և այն մասին է, որ անձը հանդիսանում է փախստական։ Իսկ փախստականի կարգավիճակը՝ միջազգային պաշտպանություն, նույնը, թե ժամանակավոր պաշտպանություն անձին տվել է Հայաստանի Հանրապետությունը, և անձը ենթակա է վերադարձի ՀՀ»,– նշեց Դավթյանը։
Ճշտող հարցին, թե, օրինակ, եթե արցախահայը լքել է հայրենիքը դեռ 2019-ին, արդյո՞ք մեկ է նա արտաքսվելու է Հայաստան, Դավթյանը պատասխանեց՝ «անձնագիրը Հայաստանի Հանրապետության կողմից տրված փաստաթուղթ է»։
Այսպիսով, արցախահայերը չեն արտաքսվի Ադրբեջան, գոնե այս հարցով ամերիկահայությունը կարող է հանգիստ լինել:
