Ազգային ժողովը քննարկում է ՄԻՊ ընտրության կարգը

Ազգային ժողովի պետաիրավական հարցերի մշտական հանձնաժողովի նախագահ Հովհաննես Սահակյանըպատգամավորներին ներկայացրեց Մարդու իրավունքների պաշտպանի ընտրության կարգը: «ՀՀ ազգային ժողովի 2012թ. մայիսի 16-ի որոշման մեջ լրացում կատարելու» և «Մարդու իրավունքների պաշտպանի պաշտոնում ընտրելու համար Ազգային ժողովի թեկնածու առաջարկելու կարգի մասին» Ազգային ժողովի որոշման նախագիծն ընդունելու նախագծի քննարկման ընթացքում Հովհաննես Սահակյանը նշեց, որ նոր Սահմանադրության անցումային և եզրափակիչ դրույթներով արդեն ուժի մեջ է մտել 10-րդ գլուխը, որը վերաբերում է մարդու իրավունքների պաշտպանին առհասարակ՝ նրա հետագա գործունեությանը և ընտրության կարգին: «Քանի որ նույն Սահմանադրության անցումային և եզրափակիչ դրույթներով սահմանված է, որ Ազգային ժողովի կանոնակարգ օրենքը և «Մարդու իրավունքների պաշտպանի մասին» համապատասխան օրենքը պետք է ըն դունվի մինչև նոր գումարման Ազգային ժողովը, մենք ունենք աննախադեպ մի իրավիճակ, երբ Մարդու իրավունքների պաշտպանը հրաժարական է տվել, և մենք մեկ ամսվա ընթացքում պետք է կազմակերպենք Մարդու իրավունքների պաշտպանի ընտրությունը»,-«Արմենպրես»-ի հաղորդմամբ՝ մանրամասնեց Սահակյանը:

Նա հավելեց, որ քննարկվող որոշման նախագծով փորձ է արվել նոր Սահմանադրությամբ սահմանված դրույթներին համապատասխան իրացնել այդ մի քանի մոտեցումները, սահմանել իրավասու հանձնաժողով, որը պետք է ներկայացնի Մարդու իրավունքների պաշտպանի թեկնածուին: «Նախկինում Մարդու իրավունքների պաշտպանի թեկնածու առաջադրելու իրավունք ուներ Ազգային ժողովի պատգամավորների ընդհանուր թվի 1/5-ը: Նոր Սահմանադրությամբ այդ իրավունքը վերապահված է Ազգային ժողովի պետաիրավական հարցերի մշտական հանձնաժողովին»,- ասաց Հովհաննես Սահակյանը:

Պատգամավորը մանրամասնեց, որ քննարկվող որոշման նախագծի ընդունումից հետո 5 օրվա ընթացքում պետք է ներկայացվեն համապատասխան փաստաթղթերը, ինչից հետո մինչև 7 օրվա ընթացքում հանձնաժողովը պետք է նիստ գումարի, որպեսզի ընտրի Մարդու իրավունքների պաշտպանի այն թեկնածուին, որին պետք է առաջադրի լիագումար նիստի ընթացքում, որից հետո Ազգային ժողովը կընտրի նոր պաշտպանին:

Սահակյանը նաև հայտնեց, որ հանձնաժողովում քննարկումնեորի ընթացքում եղել են բազմաթիվ առաջարկներ, որ հանձնաժողում ներկայացված բոլոր խմբակցությունները Մարդու իրավունքների պաշտպանի իրենց թեկնածուին առաջադրելու հնարավորություն ստանան: «Ես այս հարցը քննարկել եմ Ազգային ժողովի նախագահի հետ: Մեր թիմն այս հարցում առարկություններ չունի: Մենք քննարկումների արդյունքում քննարկվող որոշման նախագծի մեջ արդեն իսկ արել ենք համապատասխան փոփոխություն: Այս խնդիրն արդեն իսկ լուծվել է»,- եզրափակեց Հովհաննես Սահակյանը:

Ազգային ժողովի նախագահ Գալուստ Սահակյանը փետրվարի 1-ին հայտարարեց Մարդու իրավունքների պաշտպան Կարեն Անդրեասյանի լիազորությունների վաղաժամկետ դադարեցման մասին: Նա նաև հայտնեց, որ Մարդու իրավունքների պաշտպանի ընտրությունը պետք է տեղի ունենա պաշտոնը թափուր մնալուց հետո մեկ ամսվա ընթացքում:
