Հայաստանում ինտերնետ շահումով խաղերի ոլորտի աննախադեպ աճի հետևանքով առաջացած խնդիրների ուսումնասիրության նպատակով այսօր կնքվել է համագործակցության հուշագիր «Ազգային անվտանգության ծառայության պահեստազորի սպաների միության» և «Գիտակից հասարակություն» սոցիալ-իրավական կենտրոն հասարակական կազմակերպության միջև։

«ԱԱԾ պահեստազորի սպաների միությունն» այս առնչությամբ նշում է․

«Վերջին վեց տարիների ընթացքում Հայաստանում ինտերնետ շահումով խաղերի ոլորտում կատարված խաղադրույքների ընդհանուր գումարը աճել է աննախադեպ՝ 2037% ով՝ կազմելով շուրջ 67 միլիարդ ԱՄՆ դոլար։ Այդ գումարների ծագումը լուրջ հարցեր է առաջացնում, մասնավորապես՝ անհասկանալի է, թե ինչ աղբյուրներից են գոյանում այդ գումարները և ինչպես և ում են տրվել շուրջ 65 միլիարդ ԱՄՆ դոլար շահումները, ինչպես նաև՝ ինչ վերահսկողության մեխանիզմներ են ներդրված պետության, իրավապահ մարմինների և Կենտրոնական բանկի կողմից՝ այս գործընթացի կառավարման համար։

Ուշադրության է արժանի նաև այն հանգամանքը, որ նշված խնդիրը ներառում է ոչ միայն ֆինանսական վերահսկողության անհրաժեշտություն, այլև ուղիղ առնչություն ունի ազգային անվտանգության հետ՝ հնարավոր փողերի լվացման և ահաբեկչության ֆինանսավորման դեմ պայքարի համատեքստում։

Միևնույն ժամանակ, հարյուր հազարավոր քաղաքացիներ, ներառյալ սոցիալապես խոցելի խմբերի ներկայացուցիչները, հայտնվել են ֆինանսական ծանր իրավիճակում՝ զրկվելով իրենց խնայողություններից․ վտանգված է ընտանիքների սոցիալական բարեկեցությունը։

Այս պայմաններում առաջնային նպատակ է հասարակության պաշտպանությունը ինտերնետ շահումով խաղերից առաջացող կախվածությունից, որը ոչ միայն հանգեցնում է անձնական և ընտանեկան լուրջ հետևանքների, այլև խորացնում է երկրի սոցիալական ու տնտեսական ճգնաժամը՝ սպառնալով հասարակության կայունությանը և համընդհանուր բարօրությանը։

Այս առնչությամբ ԱԱԾ պահեստազորի սպաների միությունը հանրային հիմունքներով աջակցություն է ցուցաբերելու «Գիտակից հասարակություն» սոցիալ-իրավական կենտրոն հասարակական կազմակերպությանը՝ ոլորտին առնչվող հարցերի և խնդիրների վերաբերյալ խորհրդատվության, ուսումնասիրությունների և վերլուծությունների իրականացման, սպառիչ տեղեկություններ ստանալու և հիմնավորված եզրակացությունների հանգելու նպատակով։

Սույն նախաձեռնությանը իրավաբանական ուղեկցում կցուցաբերվի «Միքայել Համբարձումյան և գործընկերներ» ՍՊ ընկերության կողմից։

Համագործակցության կոչ ենք անում շահագրգիռ կողմերին՝ ինտերնետ շահումով խաղերի ոլորտի գործունեությանն առնչվող հնարավոր ստվերային և կոռուպցիոն երևույթները վեր հանելու, գումարային շարժերը առավել թափանցիկ ու վերահսելի դարձնելու մեխանիզմներ ներդնելու և ոլորտը կարգավորելու նպատակով։

Արծածվող խնդիրների վերաբերյալ տեղեկատվություն մեզ տրամադրելու դեպքում  պատշաճ գաղտնիությունը երաշխավորվում է»։
