Ահազանգ ենք ստացել արցախցի բազմազավակ մայրերից, որոնց քաղաքային տրանսպորտով անվճար երթևեկության արտոնություն է տրամադրվել, բայց այդ արտոնությունը ձեռք բերելու համար ծնողը պետք է ծախսի այնքան գումար, որով կարող էր երթևեկել մեկ տարուց ավելի` առանց քաշքշուկների մեջ ընկնելու։
Երևանի իշխող ավագանու անդամները որոշել են հատուկ խմբերի` թոշակառուներին, երկկողմանի և միակողմանի ծնողազուրկ երեխաներին, պետական խնամքի տակ գտնվող երեխաներին, հաշմանդամության 1-ին և 2-րդ կարգ ունեցողներին, բազմազավակ ծնողներին արտոնություն տրամադրել` անվճար երթևեկելու, սակայն այնպիսի պահանջներ են առաջ քաշել, որ մի շարք շահառուներ, մասնավորապես` արցախցի բազմազավակ մայրերը հայտնվել են խնդրի արջև։
Մեզ հետ զրույցում Լիանա Ոսկանյանը, ով Արցախից բռնի տեղահանումից հետո հաստատվել է Երևանում` 6 անչափահաս երեխաների հետ, իմանալով, որ կարող է օգտվել քաղաքապետարանի արտոնություններից` դիմել է, որպեսզի ձեռք բերի անվճար երթևեկելու` փաթեթը, սակայն կանգնել է խնդրի արջև և չգիտի, թե որտեղից գումար հայթայթի, որ կարողանա կատարել վճարումները, որտեղից ձեռք բերի փաստաթղթեր` զագսից, թաղապետարանից նման պահանջներ են դրել իր առաջ։ Այս պահին, Լիանան և նրա նման շատերը տարակուսած են, որ քաղաքապետարանը հաշվի չի առնում արցախցիների սոցիալական խոցելի կարգավիճակը, և այնպիսի պահանջներ է դնում, որը ենթադրում է պետական պարտադիր վճարներ: Իսկ արցախցիների անապահով խավը պետությունից ստացած չնչին գումարներով և ցածր աշխատավարձներով մի կերպ կարողանում են գոյատեւել: Նրանք` իրենց ձեռքն ընկած գումարի առյուծի բաժինը բնակարանի վարձակալությանն են ուղղում, մնացածով էլ հազիվ կարողանում են հոգալ կոմունալ ծախսերը և սնվելու հարցը։ Լիաննան չգիտի` ի՞նչ անի` վճարի ամեն երեխայի համար պահանջվող 5000 դրամը, որ զագսից թուղթ ստանա եւ ներկայացնի թաղապետարան: Իսկ դա 6 երեխայի դեպքում կազմում է` 30 հազար դրամ, թե՞ հոգա այդ պահին երեխաների հացի հարցը, որը կբավականացնի 3-4 օր սնվելուն, թե՞ ուղղակի վճարի թանկ փաթեթների համար եւ ձեռք բերի երթեւեկության իրավունք։
Լիանան մեզ հետ զրույցում հույս է հայտնում, որ խնդրի հանրայնացման դեպքում որոշում կայացնողները հաշվի կառնեն իրենց սոցիալական խնդիրները, և կհրաժարվեն պետական վճարներ գանձելուց, որը կարող է ոմանք չնչին գումար թվալ, բայց իրենց համար շատ էական է։
