«Փաստ» օրաթերթը գրում է.
ԿԳՄՍ նախարարությունը հանրային քննարկման է ներկայացրել «Կինեմատոգրաֆիայի ոլորտին պետական ֆինանսավորում հատկացնելու նպատակով մրցույթների կազմակերպման և անցկացման կանոնակարգը հաստատելու մասին» ԿԳՄՍ նախարարի հրամանի նախագիծը:
Հայաստանի կինեմատոգրաֆիայի ոլորտում գործում է ազգային ֆիլմերի ստեղծման աջակցության մեխանիզմ, սակայն, ըստ նախագծի հեղինակների, տվյալ մեխանիզմը բարեփոխման ենթակա է: Բավարար չափով հստակեցված չեն պետական ֆինանսական աջակցության պայմաններն ու ձևաչափերը, ոլորտի առաջնահերթություններն ու կինոնախագծերի ընտրության չափորոշիչները, ինչը չի բխում ոլորտի շահառուների շահերից, ինչպես նաև արդի ֆիլմարտադրության պահանջներից: Համակարգը բարեփոխման կարիք ունի, ինչը կնպաստի ստեղծագործողների համար ավելի արդյունավետ պայմանների ստեղծմանը:
Կինեմատոգրաֆիայի ոլորտին պետական ֆինանսավորում հատկացնելու նպատակով մրցույթների կազմակերպման և անցկացման կանոնակարգի գործարկումն առաջին հերթին բխում է «Կինեմատոգրաֆիայի մասին» օրենքի կիրարկման, ինչպես նաև Հայաստանում ֆիլմերի ֆինանսավորման մեխանիզմի կարգավորման անհրաժեշտությունից:
Ազգային ֆիլմերի ստեղծման նպատակով ֆինանսական աջակցություն տրամադրելու համար պետք է կանոնակարգվեն աջակցության ձևերը և պայմանները, ինչպես նաև միջազգային շուկայի ուսումնասիրությամբ՝ ֆինանսական աջակցության չափաբաժինները: Կարևոր են նաև ֆիլմերի անվանակարգերի (խաղարկային, վավերագրական, անիմացիոն) առանձնահատկություններով պայմանավորված հստակ սահմանումները, ինչը կնպաստի յուրաքանչյուր ուղղության արտադրության համար ավելի նպաստավոր պայմանների ստեղծմանը: Մրցութային ձևաչափը միտում ունի նաև ձևավորելու հայկական արտադրության ֆիլմերի և փորձառու մասնագետների մրցակցային դաշտ, որը կնպաստի հայկական կինոարտադրանքի մրցունակության ապահովմանը միջազգային շուկայում:
Նախագծի ընդունման արդյունքում կստեղծվեն ազգային ֆիլմերի ստեղծման և ֆինանսավորման բարենպաստ ու հավասար պայմաններ, ինչը հնարավորություն կտա կինեմատոգրաֆիայի ոլորտի մասնագետներին իրականացնելու ստեղծագործական նախագծերը և ընդլայնելու գործնական կապերը, կհստակեցվեն կինոնախագծերի պետական ֆինանսավորման մեխանիզմները, կհամակարգվեն պետական մարմինների և մասնավոր հատվածի փոխշահավետ ու թափանցիկ համագործակցությունը:
