Լիլիթ Գալստյանը ԵԱՀԿ ԽՎ-ին առաջարկել է մոնիտորինգային միսիա ուղարկել Բաքու՝ դիտարկելու հայ գերիների նկատմամբ ընթացող դատավարական ֆարսը

«Հայաստան» խմբակցության պատգամավոր Լիլիթ Գալստյանը ԵԱՀԿ ԽՎ ձմեռային նստաշրջանին խոսել է Բաքվում հալածվող հայ ռազմագերիների և Արցախի ռազմաքաղաքական ղեկավարության վերադարձի մասին։

Նա առաջարկել է ԵԱՀԿ ԽՎ մոնիտորինգային միսիա ուղարկել Բաքու՝ դիտարկելու հայ գերիների և ռազմաքաղաքակ ղեկավարության նկատմամբ ընթացող դատավարական ֆարսը։

«Հարգելի գործընկերներ, իմ խորը մտահոգությունն եմ փոխանցում Բաքվում գերեվարված հայ ռազմագերիների, այդ թվում Արցախի ռառմաքաղաքական ղեկավարության պատանդառության առնչությամբ։ Նրանք 2023 թ. սեպտեմբերին տեղի ունեցած ադրբեջանական ագրեսիայի զոհերն են․ ագրեսիա, որի արդյունքում 120,000 էթնիկ հայեր բռնի տեղահանության ենթարկվեցին։

Մեր բոլորի անհետաձգելի ուշադրությունն և վերաբերմունքը պետք է ուղղել 2025-ի հունվարին Բաքվում մեկնարկած դատավարությունների ուղղությամբ, որոնք լրջագույն հարցականի տակ են դնում արդար դատավարություն իրականացնելու Բաքվի կամքը։ Հակառակ այն իրողության, որ Ադրբեջանն անդամակցում է Մարդու իրավունքների Եվրոպական Կոնվենցիային և Քաղաքական և Քաղաքացիական իրավունքների Միջազգային խարտիային, ընթացող դատավարությունները մի շարք լրջագույն խախտումներ են արձանագրում։

1. Անառարկելի փաստեր են ի հայտ եկել, որ կալանավորվածները կտտանքների են ենթարկվում։ Նրանց դատում են որպես ահաբեկիչների աոսկ հայ լինելու հանգամանքով։

2. Հակառակ բաց դատավարությանն մասին Բաքվի հայտարարության միջազգային որևէ կազմակերպության, այդ թվում լրատվամիջոցների մուտքը արգելված է։

3. Հայտնի հումանիստ Ռուբեն Վարդանյանին, ով երբեք զինվորական կենսագրություն չի ունեցել, դատում են ռազմական դատարանում, իսկ նրան ներկայացվող մեղադրանքը մոտենում է 200 տարվա դատապարտման։ Նրան՝ մեղադրանքին ծանոթանալու խիստ սահմանափակ հնարավորություն է տրվել։

Ելնելով այս իրողություններից, ես պաշտոնապես առաջարկում եմ, որպեսզի ԵԱՀԿ ԽՎ-ն դիտորդական առաքելություն իրականացնի՝ դիտարկելու այս դատավարությունները։

Այն կծառայի հետրյալ նպատակներին՝

• Համոզվելու, թե որքանով է դատավարությունը համապատասխանում միջազգային իրավական չափանիշներին,

• Կապահովի դատական գործընթացների թափանցիկությունը,

• Կարտահայտի միջազգային հանրության հավատարմությունը Մարդու իրավունքներին

• Կահազանգի, որ մարդու իրավունքների ոտնահարումը չի կարող անհետևանք մնալ

ԵԱՀԿ ԽՎ միջամտությունը հստակ ազդանշան կլինի, որ միջազգային հանրությունը չի լռելու, իսկ Ադրբեջանը պիտի հաշվետու լինի իր գործողությունների համար»,-ելույթում ասել է նա։
