«Փաստ» օրաթերթը գրում է.
Մեր ունեցած տեղեկություններով, համընդհանուր հայտարարագրման համակարգը իշխանությունների «կոկորդին է մնացել»: Բանն այն է, որ բոլոր լուրջ մասնագետներն ու ընդդիմադիրները միահամուռ պնդում են, որ Հայաստանը պատրաստ չէ այդ համակարգին, ավելին՝ դա չի լուծելու իր առջև դրված խնդիրը, այն է՝ իբր կոռուպցիայի դեմ պայքարը, և խնդիրը զուտ յուրաքանչյուր քաղաքացու գրպանը հերթական անգամ մտնելն է, իսկ մյուս կողմից՝ մարդիկ համատարած բոյկոտում են համակարգը, և ներկա պահին հայտարարագիր լրացրած անձանց թվաքանակը, մեղմ ասած, հեռու է բավարար լինելուց: Մեր աղբյուրների փոխանցմամբ, կառավարությունում մտածում են՝ ինչպես «զադնի դնեն», որ շատ ամոթ չլինի, բայց դեռ ելքեր չեն գտնում:
Զուգահեռ քաղաքացիների հետ իրազեկման հանդիպումներ են ունենում «Դեմ եմ հայտարարագրմանը» շարժման անդամները: Օրերս Գյումրիում կայացած հանդիպման ժամանակ «Հայաստանը ես եմ» նախաձեռնության ղեկավար Նաիրի Սարգսյանն ասել էր, որ եթե չենք բոյկոտում համընդհանուր հայտարարագրումը, յուրաքանչյուր տարվա մինչև մայիսի մեկը պետք է անձամբ ներկայացնենք եկամուտների հայտարարագիր ՊԵԿ-ին, միևնույն ժամանակ՝ ԿԲ-ն, առանց մեր իմացության, առևտրային բանկերից կարող է ամբողջ տարվա շարժի մասին տեղեկությունն ուղարկել ՊԵԿ-ին և վերջինիս հետ այդ թվերը համադրել:
Սարգսյանը նշել է, որ Նիկոլ Փաշինյանն ինչ ասում է, սուտ է ասում. «Ցանկացած բառ, ինչ բերանից հանում է, սուտ է: Ասում է՝ քաղաքացիները հերթ են կանգնել, որ հարկ վճարեն, չեն կարողանում: Այս հարցն էլեմենտար լուծում ունի՝ հայտարարագրումը դիր կամավոր, ով ուզում է, թող վճարի, ի՞նչն է խնդիրը: Իսկ ստերի սուտն այն է, թե եկամուտների հայտարարագրման համակարգը ներդրվում է կոռուպցիայի դեմ պայքարի համար: Կոռուպցիոներ մարդը, ով տրամադրված է կաշառք վերցնելու, և՛ իրավաբանին վճարելու գումար ունի, և՛ հաշվապահին և աուդիտորին, և՛ գտնվում է համապատասխան պաշտոնում ու դիրքում, և՛ կարողանում է փող վերցնել, խորհրդակցում է մարդկանց հետ և բոլոր փաստաթղթերն ապահովում է: Կոռուպցիայի դեմ պայքարելու համար սա անարդյունավետ գործիք է, այստեղ էլ են խաբում»,- ընդգծել է նա:
