ՆԳՆ ոստիկանությունը նոր կարգավորման մասին է հայտնում

Հրազենի գործադրմամբ կատարվող հանցագործություններն առավել մեծ հանրային վտանգավորություն ունեն և բնականորեն առաջ են բերում լայն հանրային հնչեղություն, հասարակության անհանդուրժողականություն, ոլորտն առավել խիստ գործիքակազմով վերահսկելու ընդհանրական պահանջ։

Այս մասին հայտնում են Ներքին գործերի նախարարությունից։

Հենց այս օրինաչափ ակնկալիքներին արձագանքելու և հանրային անվտանգության գերակայության սկզբունքով Ներքին գործերի նախարարությունը շարունակում է ուշադրության կենտրոնում պահել ապօրինի շրջանառության մեջ գտնվող զենքերի հայտնաբերման աշխատանքները, ինչպես նաև մոնիթորինգի ենթարկել օրենսդրական դաշտը՝ ստանդարտի բերելով առկա կարգավորումները։
Ըստ այդմ՝ Ներքին գործերի նախարարությունը մշակել և շրջանառության մեջ է դրել «Զենքի շրջանառության կարգավորման մասին» օրենքում որոշակի փոփոխություններ նախատեսող օրենքի նախագիծը՝ անդրադառնալով պարգևատրական զենքերին։
Նախագիծն ունի հետևյալ նպատակները․

պարգևատրական զենքերի հատկացման գործընթացը ստանդարտիզացնել՝ բացառելով երկակի մոտեցումների կիրառումը, վերացնել պետության համար անկանխատեսելի և երկակի մոտեցումներ նախատեսող իրավիճակները.

ապահովել հանրային անվտանգության կանխատեսելի՝ առավել բարձր մակարդակ.

Հայաստանի Հանրապետությունում պարգևատրական զենքերի կարգավիճակը բերել ճիշտ իրավական դիրքավորման։

Ըստ այդմ՝ նախագծով նախատեսվում է.

պետության համար անկանխատեսելի և երկակի մոտեցումներ նախատեսող կարգավորումների ուժով զենքով պարգևատրված բոլոր անձանց տրամադրել ժամկետ՝ մինչև 2025 թվականի հուլիսի 1-ը՝ պարգևատրական զենքերը Ոստիկանություն ներկայացնելու համար: Սահմանված ժամկետում պարգևատրական զենքերը Ոստիկանություն ներկայացնելը չի առաջացնի որևէ բացասական հետևանք, այդ թվում՝ քրեաիրավական հետևանքներ։

Պարգևատրական զենքերը թողնել այն անձանց մոտ, որոնք կբավարարեն նախատեսված չափանիշներին:

Պարգևատրման ինստիտուտում պահպանել գործող օրենքում առկա՝ ստանդարտ ունեցող միակ եղանակը, այն է՝ օրենքով սահմանված չափորոշիչների բավարարման դեպքում ՀՀ Վարչապետի կողմից պարգևատրումը:

Ստեղծել իրավական հնարավորություն, որպեսզի Ոստիկանություն ներկայացված, Ոստիկանության կողմից առգրավված կամ վերցված պարգևատրական զենքերն օգտագործվեն նաև գիտակրթական կամ մշակութային (թանգարանային ցուցադրության) նպատակներով։
Նախագծի հիմքում հանրության անվտանգության ապահովման և հանրային շահի գերակայության ՆԳՆ հանձնառությունն է։
