«Ինչպես վերջերս ճշգրիտ նշվել էր՝ Ժողովրդավարական արժեքների մասին չպետք է պարզապես խոսել, այլ դրանցով պետք է իրապես ապրել: Ժողովրդավարական ամենակարևոր արժեքը՝ խոսքի ազատությունն է: Ուղիղ 21 օրվա ընթացքում երկրորդ քրեական գործ խոսքի ազատության կոպիտ սահմանափակմանն ուղղված: Կարելի է նույնիսկ բնութագրել այս ամենը որպես <<քննադատության քրեականացում>>: Փետրվարի 1-ին Արցախից գիտնական պարոն Ղարիբ Բաբայանն էր: Այսօր ընդդիմադիր գործիչ Էդգար Ղազարյանի խոսքի ազատւթյան նկատմամբ քրեադատավարական ակնհայտ անհիմն միջամտությունն է:
Խոսքի ազատության տիտանական նահանջ է արձանագրվում Հայաստանում, սակայն դրա որոշակի կանխարգելում կարող է ապահովել այսօր Դատարանը: Տվյալ գործով ըստ հրապարակումների փաստացի իբրև<<տուժող>> են հանդիսանում բարձր պաշտոն զբացեղնող անձինք: Ամենից շատ քննադատության ենթարկված (այդ թվում հենց օրվա իշխանությունների կողմից նախկինում) դատավորներից է Մնացական Մարտիրոսյանը, և դրանք ԵՐԲԵՔ քրեական գործ չեն դարձել: Խոսքի ազատության միջազգային չափանիշը կրկին պետք է նշել. իրավաչափ են նաև այնպիսի գնահատականները որոնք վիրավորում, ցնցում կամ անհանգստություն են պատճառում: Հետևաբար քննադատությունը, նույնիսկ չափազանց կոշտ ձևով հանրային որևէ պաշտոնյայի նկատմամբ՝ քրեականացնելն աբսուրդ է և չի կարող առնչվել Սահմանադրությամբ երաշխավորված խոսքի ազատության հետ: Ցանկացած նման նպատակին ուղղված խափանման միջոց պետք է մերժվի»,-գրել է նա։
