ՀՀ հատուկ քննչական ծառայությունում կոռուպցիոն երևույթների դեմ պայքարը վերջին տարիներին արդյունավետ է: Այս մասին ՀՀ քննչական ծառայության ընդլայնված խորհրդի նիստում նշեց ՀՀ հատուկքննչական ծառայության պետ, արդարադատության գեներալ-լեյտենանտՎահրամ Շահինյանը:

«2015 թվականի մեր առանցքային ու ամենակարևոր ձեռքբերումը համարում եմ դեռևս 2013 թվականի մայիսից ներդրված և 2014 ու 2015 թվականներին հետևողականորեն իրականացվող Հատուկ քննչական ծառայության հակակոռուպցիոն ռազմավարությունը: Որպես ծառայության ղեկավար, ի սկզբանե, խիստ կարևորել և այսօր էլ կարևորում եմ հանրապետության Նախագահի հանձնարարականը. ծառայությունը զերծ պահել կոռուպցիոն դրսևորումներից: Այդ առումով ես առանձնահատուկ կարևորել եմ կոռուպցիայի դեմ պայքարը թե՛ ծառայության ներսում և թե՛ դրսում: Այս առումով մեկ անգամ, այլ առիթով, արդեն ըն դգծել եմ, որ այսօր իրավապահ քիչ կառույցներ կարող են հպարտանալ, որ կոռուպցիոն երևույթների դեմ պայքարը վերջին տարիներին այնքան արդյունավետ է եղել իրենց համակարգում, որքան Հատուկ քննչական ծառայությունում»,-«Արմենպրես»-ի փոխանցմամբ` նշեց Վահրամ Շահինյանը:

ՀՀ հատուկ քննչական ծառայության պետի խոսքով` հակակոռուպցիոն ռազմավարության ներդրումը հանգեցրել է ծառայության նկատմամբ հանրային վստահության բարձրացմանը, որի մասին է վկայում նախորդ տարվա համեմատ մոտ երկու անգամ աճած քաղաքացիների դիմումների թիվը, որը կազմում է 1757:

«Ընդ որում` դիմում տվողները խնդրում են, որ հենց մեր ծառայության վարույթում քննվեն իրենց կամ իրենց հարազատի վերաբերյալ քրեական գործերը: Ուսումնասիրությունները ցույց են տվել, որ Հատուկ քննչական ծառայությանը դիմում են թե՛ տուժողներն ու նրանց հարազատները, թե՛ մեղադրյալներն ու նրանց պաշտպանները՝ հաշվի չառնելով քրեական գործերի քննության քննչական ենթակայության հարցերը կարգավորող օրենսդրական նորմերի պահանջները»,-նշեց նա:

Վահրամ Շահինյանի խոսքով` հատուկ քննչական ծառայությունում աշխատանքի ձևավորված սկզբունք կա. հանգամանքների բերումով ծառայության տեսադաշտում հայտնված անմեղ ոչ մի պաշտոնատար անձ կամ շարքային քաղաքացի չպետք է անհանգիստ լինի, քանի որ Հատուկ քննչական ծառայությունում երաշխավորված է լրիվ, բազմակողմանի ու անաչառ քննության կատարումը:

«Եվ սրանք լոկ խոսքեր չեն: Միայն 2015 թվականի ընթացքում գլխավոր դատախազը 81 քրեական գործ է վերցրել երկրի քննչական մյուս կառույցների քննիչների վարույթից և առավել լրիվ, բազմակողմանի և օբյեկտիվ քննության ապահովման նպատակով դրանց նախաքննությունն հանձնել է Հատուկ քննչական ծառայության քննիչներին: Ինչ խոսք, քրեական գործերի վերահանձնման այս պրակտիկան է՛լ ավելի է ծանրաբեռնել ծառայության քննիչների աշխատանքը, քանզի ոչ մեկի համար գաղտնիք չէ, որ մեկ այլ քննիչի կողմից ոչ այնքան արդյունավետ և տևական ժամանակով կատարված քննությունից հետո շատ ավելի դժվար ու պատասխանատու խնդիր է պատշաճ նախաքննության ապահովումը»,-հավելեց նա:
