Քննարկվել է «Կիբեռանվտանգության մասին» օրենքի նախագիծը

ՀՀ բարձր տեխնոլոգիական արդյունաբերության նախարար Մխիթար Հայրապետյանը նախարարի առաջին տեղակալ Գևորգ Մանթաշյանի հետ մարտի 7-ին մասնակցել է Ամերիկայի Առևտրի Պալատի (American Chember of Commers in Armenia՝ AmCham) կողմից կազմակերպված եռակողմ աշխատանքային հանդիպմանը ՀՀ բարձր տեխնոլոգիական արդյունաբերության նախարարության, Հայաստանի տեղեկատվական համակարգերի գործակալության և AmCham-ի թվային փոխակերպման հանձնաժողովի միջև՝ քննարկելու «Կիբեռանվտանգության մասին» օրենքի նախագիծը։
Նախարար Մխիթար Հայրապետյանը կարևորել է պետություն-մասնավոր համագործակցությունը՝ ընդգծելով, որ օրենքի նախագծի մշակման ընթացքում հաշվի են առնվել մասնավոր հատվածի ներկայացրած բազմաթիվ առաջարկներ։ Նա նշել է, որ պետության մոտեցումը հիմնված է երկկողմ պատասխանատվության և շահերի համադրման վրա։
Նախարարն ընդգծել է՝ ՀՀ կառավարությունը մեծ ուշադրություն է դարձնում կիբեռանվտանգության մակարդակի բարձրացմանը, կիբեռհիգիենայի պահպանմանը և թվային միջավայրի անվտանգության ապահովմանը։ Նա ներկայացրել է օրենքի նախագծով նախատեսվող մի շարք դրույթներ, այդ թվում՝ մասնավոր հատվածի կողմից ձեռնարկվելիք քայլերը՝ կիբեռպաշտպանության ուղղությամբ։
Հանդիպման մասնակիցներին ողջունել է Ամերիկայի Առևտրի Պալատի գործադիր տնօրեն Անուշիկ Ավետյանը։
Նա նշել է, որ Պալատի անդամ կազմակերպությունները ձևավորել են օրենքի վերաբերյալ մի շարք հարցեր ու առաջարկներ, որոնք հիմնված են ինչպես տեղական, այնպես էլ միջազգային փորձի վրա։
Ավետյանը կարևորել է մասնավոր և պետական հատվածների միջև արդյունավետ համագործակցությունը՝ օրենսդրական բարեփոխումների իրականացման գործընթացում։
Նա շնորհակալություն է հայտնել ՀՀ բարձր տեխնոլոգիական արդյունաբերության նախարարությանը և Հայաստանի տեղեկատվական համակարգերի գործակալությանը՝ կառուցողական համագործակցության համար։
Տեղեկատվական համակարգերի գործակալության տնօրեն Ներսես Երիցյանը ևս հանդես է եկել ելույթով՝ ներկայացնելով գործակալության տեսակետը։
Այնուհետև AmCham-ի խորհրդի անդամները ներկայացրել են իրենց դիտարկումներն ու առաջարկները նախագծի վերաբերյալ։
Հանդիպման ընթացքում անդրադարձ է կատարվել օրենքի հիմնական դրույթներին, դրանց հնարավոր ազդեցությանը Հայաստանի թվային էկոհամակարգի վրա։
Քննարկման արդյունքում ձեռք են բերվել մի շարք պայմանավորվածություններ, որոնք կնպաստեն «Կիբեռանվտանգության մասին» օրենքի հետագա իրագործման արդյունավետությանը։
