«Փաստ» օրաթերթը գրում է.

Մի կողմից՝ խոսվում է քաղաքացիների անվտանգության մասին, երբ շատ դեպքերում հրագործական արտադրատեսակների օգտագործման ժամանակ մարդիկ հաճախ տարբեր աստիճանների մարմնական վնասվածքներ են ստանում։ Մյուս կողմից՝ հրավառությունների կիրառումը առաջացնում է նաև հասարակության լայն զանգվածների դժգոհությունը՝ նույնիսկ օրենքով չարգելված ժամերին: Վերջին 5 տարվա ընթացքում Վարչական իրավախախտումների վերաբերյալ օրենսգրքի 180-րդ հոդվածի 2-րդ մասով՝ գիշերային ժամանակ հրագործական արտադրատեսակների կիրառման դեպքերով, արձանագրվել է լռությունը խախտելու 146 դեպք՝ 2020 թվականին՝ 53, 2021 թվականին՝ 21, 2022 թվականին՝ 19, 2023 թվականին՝ 24, 2024 թվականին՝ 29։

Ներքին գործերի նախարարությունն առաջարկում է փոփոխություն և լրացումներ կատարել Վարչական իրավախախտումների վերաբերյալ օրենսգրքում և «Առևտրի և ծառայությունների մասին» օրենքում: Դրանք վերաբերում են հրագործական արտադրատեսակներ վաճառելուն, դրանք օգտագործելուն: Մասնավորաբար՝ «Վարչական իրավախախտումների վերաբերյալ օրենսգրքում լրացումներ կատարելու մասին» օրենքի նախագծի ընդունմամբ՝ ֆիզիկական անձանց հրավառության արտադրատեսակներ, հրավառության համար նախատեսված 2-րդ կամ 3-րդ դասերի կենցաղային նշանակության հրագործական արտադրատեսակներ վաճառելու համար, ինչպես նաև ֆիզիկական անձանց կողմից հրավառության համար նախատեսված արտադրատեսակներ և հրավառության համար նախատեսված 2-րդ կամ 3-րդ դասերի կենցաղային նշանակության հրագործական արտադրատեսակներ օգտագործելու համար կսահմանվի վարչական պատասխանատվություն։

«Առևտրի և ծառայությունների մասին» օրենքում լրացումներ կատարելու մասին» օրենքի նախագծի ընդունման արդյունքում կարգելվի ֆիզիկական անձանց հրավառության արտադրատեսակ, հրավառության համար նախատեսված 2-րդ կամ 3-րդ դասի կենցաղային նշանակության հրագործական արտադրատեսակ վաճառելը։
