Նոր Սահմանադրությունը կունենա տարածաշրջանային նշանակություն. Նիկոլ Փաշինյան

2018 թվականի հեղափոխության հետ նոր Սահմանադրության օրակարգը եղել է: Այս մասին Իրական Հայաստանի գաղափարախոսության նախագծի քննարկումների ժամանակ ասել է ՀՀ վարչապետ Նիկոլ Փաշինյանը:
«Էն ժամանակ ես համարել եմ, որ դա իրագործելի չէ, ինչու, որովհետեւ 2019 թվականի ապրիլի 9-ին ուժի մեջ մտավ էն Սահմանադրությունը, որն այսօր գործում է: Էն ժամանակվանից կար նոր Սահմանադրության օրակարգը, ընդ որում նույն հիմնավորմամբ, չնայած հիմնավորումը հիմա ավելի հարստացել է: Անտրամաբանական էր երկու ամիս ուժի մեջ լինող Սահմանադրությունը փոխել: Ինչու էր անտրամաբանական, ոչ թե հիմնավորումն էր վերացել, այլ էլի լինելու էր նույն հարցը՝ խորհրդարանական կառավարման համակարգ, թե կիսանախագահական, եւ այս հարցի պատասխանը շատ դժվար կլիներ տալ, երբ խորհրդարանական համակարգը գործում էր ընդամենը 1-2 ամիս: Բայց նոր Սահմանադրության թեման շատ կարեւոր է՝ մեկը այն հիմնավորմամբ, որը ես ինձ համար ունեի 2018 թվականին, մյուսը որ վարչապետի պաշտոնում եւ կարգավիճակում ինձ համար խորացել է»,-ասաց նա:
Փաշինյանը նշեց, որ իր պատկերացմամբ Սահմանադրությունը պետք է լինի քաղաքացիների պայմանավորվածությունը երկրում ապրելու եւ հարաբերվելու կանոնների մասին:
Փաշինյանը նշել է, որ իր առաջարկած նոր սահմանադրությունը ստեղծվում է ոչ թե Ադրբեջանի պահանջով, բայց նաև ունենալու է «տարածաշրջանային նշանակություն»։
«Նոր սահմանադրության մասին առաջարկած իմ թեզը շատ քննարկվեց, այն ներկայացվեց իբրև Ադրբեջանի կողմից առաջադրված պահանջի կատարում։ Իրականում, «Իրական Հայաստանի» գաղափարախոսության պայմաններում այն ունի բացարձակապես այլ նշանակություն՝ չնայած այս պայմաններում հնարավոր չի ժխտել, որ այն տեքստը, որը կարող է լինել, ինքը կունենա նաև տարածաշրջանային նշանակություն, բոլոր դեպքերում բոլոր սահմանադրություններին դա վերաբերում է», - ասել է նա:
