Եվրախորհրդարանը Ադրբեջանից պահանջում է ազատ արձակել հայ գերիներին

Եվրոպական խորհրդարանը 523 կողմ, 3 դեմ և 84 ձեռնպահ ձայներով այսօր ընդունել է «Ադրբեջանի կողմից հայ պատանդների, այդ թվում՝ Լեռնային Ղարաբաղի բարձրաստիճան քաղաքական ներկայացուցիչների ապօրինի ձերբակալումը և նրանց դեմ շինծու դատավարությունները» խորագրով բանաձևը։

Եվրախորհրդարանը կոչ է արել «անվերապահորեն ազատ արձակել և ապահովել Ադրբեջանում ապօրինաբար կալանված բոլոր ռազմագերիների, պատանդների և այլ կալանավորված անձանց, այդ թվում՝ Լեռնային Ղարաբաղի բարձրաստիճան պաշտոնյաների անվտանգ վերադարձը»։ 

Բանաձևով խստորեն դատապարտվել են պատանդառված անձանց «դեմ հարուցված կեղծ դատավարությունները, որոնցով խախտվում է պատշաճ ընթացակարգը, թափանցիկության բացակայությունը և կեղծված կամ չափազանցված մեղադրանքների օգտագործումը»։

Եվրախորհրդարանի պատգամավորներն ընդգծել են հայ պատանդառված անձանց դեմ պաշտոնական Բաքվի թույլտվությամբ դաժան վերաբերմունքն ու խոշտանգումները՝ կոչ անելով  խախտումների վերաբերյալ անկախ հետաքննություն անցկացնել։

ԵԽ-ն Ադրբեջանի իշխանություններին կոչ է արել կատարել միջազգային պարտավորությունները՝ Ժնևի կոնվենցիան և Մարդու իրավունքների եվրոպական կոնվենցիան։

Հատուկ նշվել են նաև ադրբեջանցի այն պաշտոնյաների անունները, որոնք պատասխանատու են «ապօրինի կալանավորումների և մարդու իրավունքների խախտումների համար»։ Բանաձևի հեղինակները կոչ են արել արգելել նրանց մուտքը ԵՄ հաստատություններ, հատկապես նշելով ադրբեջանցի դատավորներ Զեյնալ Աղաևի, Ջամալ Ռամազանովի և Անար Ռզաևի անունները։

Խստորեն դատապարտվել է Ադրբեջանի իշխանությունների՝ Կարմիր խաչի միջազգային կոմիտեի (ԿԽՄԿ) գրասենյակները ու ՄԱԿ-ի կառույցները փակելու որոշումը։ Նշենք, որ ԿԽՄԿ-ն միակ կազմակերպությունն էր, որին պաշտոնական Բաքուն թույլ էր տվել հանդիպել Ադրբեջանում պահվող հայ պատանդառված անձանց հետ։

Դեռ փետրվարի 28-ին Հայաստանի արտաքին գործերի նախարարությունը հայտարարել էր, որ Ադրբեջանում կալանավորված անձանց վրա խոշտանգումների հստակ նշաններ կան։

Այսօր ընդունված բանաձևում ԵԽ-ն Միջազգային քրեական դատարանին և դրա գլխավոր դատախազին կոչ է անում քննել Լեռնային Ղարաբաղի հայ բնակչության հանդեպ իրականացված բռնի տեղահանման, հետապնդման և էթնիկ զտման դեպքերը: 

Միաժամանակ, փաստաթղթում դրական գնահատական է տրվել ՄԱԿ-ի Մարդու իրավունքների գերագույն հանձնակատարի հայտարարությանը, որով պահանջվում է անհապաղ ազատել և անվտանգ վերադարձնել Ադրբեջանում գտնվող բոլոր ռազմագերիներին, պատանդներին և այլ ապօրինի կալանավորված անձանց:

Հիշեցնենք, որ Եվրոպական խորհրդարանը 2024թ. հոկտեմբերին կոչ էր արել ադրբեջանական իշխանություններին ազատ արձակել հայ բանտարկյալներին՝ միաժամանակ արտահայտելով Լեռնային Ղարաբաղում մշակութային, կրոնական և պատմական ժառանգության պահպանման վերաբերյալ իրենց խորը մտահոգությունը։
