Հանրային տրանսպորտից օգտվելիս չվճարելու համար կսանմանվի տուգանք: Համապատասխան նախագիծն արդեն առկա է Իրավական ակտերի նախագծերի հրապարակման միասնական կայքում (e-draft.am):
«Արմենպրես»-ի հաղորդմամբ, այս մասին լրագրողների հետ հանդիպման ժամանակ ասաց Երևանի քաղաքապետի մամուլի քարտուղար Հայկ Կոստանյանը՝ նշելով, որ ԱԺ-ի կողմից հավանության արժանանալուց հետո տուգանքների կիրառումը կիրականացվի:
Նա հիշեցրեց, որ հանրային քննարկման է ներկայացվել օրենքների նախագծերի փաթեթ, որով նախատեսվում է վարչական պատասխանատվության ենթարկել քաղաքացիներին՝ հասարակական տրանսպորտում առանց փոխադրավարձը վճարելու օգտվելու կամ արտոնություն ունեցողների փոխարեն երթևեկելու համար:
«Նշեմ, որ մի քանի մեխանիզմ է լինելու և գումարային տուգանքի չափն իր մեջ որոշակի տարբերություն է ունենալու, մի դեպքում դա վերաբերելու է առհասարակ չվճարողներին, մի դեպքում այլ մարդու տոմսային պրոդուկտով վճարում անողին, և մյուս դեպքում՝ փաստացի տարեկան փաթեթ ունեցող և առհասարակ որևէ տրանսպորտի մեջ վճարում չկատարող մարդկանց: Մեր խնդիրն այն չէ, որ մարդկանց տուգանենք և բերենք օրինականության դաշտ, այլ, որ եթե կա որևէ տեսակի ծառայություն, ապա դրա համար պետք է վճարել»,-նշեց նա։
Կոստանյանի խոսքով՝ տուգանքների կիրառման ժամկետները դեռ հստակեցված չեն։
Նախաձեռնության համաձայն՝ ներհամայնքային կանոնավոր փոխադրում իրականացնող ավտոբուսների, տրոլեյբուսների կամ մետրոպոլիտենի ծառայություններից առանց վճարելու կամ վճարման կրիչը վավերացնելու օգտվելու դեպքում ուղևորները ենթարկվելու են տուգանքի 15,000 դրամի չափով: Իսկ այն դեպքերում, երբ արտոնություն ունեցող անձի փոխարեն երթևեկի այլ անձ, տուգանվելու է 18,000 դրամի չափով:
Քաղաքապետի մամուլի քարտուղարի խոսքով՝ մարտի 10-ի դրությամբ վաճառված տոմսային պրոդուկտներից Երևանի քաղաքապետարանը հավաքագրել է շուրջ 2.5 միլիարդ դրամ, որից ավելի քան 210 հազարը եղել են փաթեթային տոմսերը, դրանց 71 տոկոսը հիմնական փաթեթներն են, իսկ 29 տոկոսն արտոնություններ են:
