Մեկ շաբաթ առաջ հայտարարվեց՝ հայ-ադրբեջանական խաղաղության համաձայնագիրը պատրաստ է ստորագրման:
Թեև հայկական կողմը պարբերաբար խոսում է այն հնարավորինս կարճ ժամկետում ստորագրելու պատրաստակամության մասին, սակայն սա ադրբեջանական կողմին այդքան էլ դուր չի գալիս. գոնե տեղեկատվական դաշտում Ադրբեջանը շարունակում է մնալ ագրեսիվ՝ միևնույն ժամանակ սեփական ագրեսիան վերագրելով հայկական կողմին:
Անվտանգային քաղաքականության հետազոտական կենտրոնի ղեկավար Արեգ Քոչինյանը «Հայկական ժամանակ»-ի հետ զրույցում նկատում է՝ 2020 թվականից հետո մեկնարկած բանակցությունները վերջին 6 ամիսների ընթացքում դոփում էին տեղում, ու ստեղծվել էր ո՛չ խաղաղություն, ո՛չ պատերազմ իրավիճակ, որը ցանկացած պահի կարող էր դառնալ պատերազմական իրավիճակ:
Ըստ Քոչինյանի՝ Ադրբեջանում շոկի մեջ են հայտնվել այն փաստից, որ Հայաստանն ընդունել է իրենց բոլոր առաջարկները, ու այժմ, ըստ էության, ծուղակի մեջ է և ելքեր է փնտրում, որպեսզի չստորագրի այդ փաստաթուղթը:
Քանի դեռ խաղաղության պայմանագիրը ստորագրված չէ, ո՛չ խաղաղություն, ո՛չ պատերազմ իրավիճակը, ըստ քաղաքագետի, շարունակվելու է, սակայն այժմ ծայրահեղ ակնհայտ է, թե ում պատճառով է այն:
Դիտարկմանը, թե Մոսկվան էլ է ողջունել Հայաստանի և Ադրբեջանի միջև խաղաղության համաձայնագրի նախագծի շուրջ բանակցությունների ավարտը և հարթակ առաջարկել կողմերին, Քոչինյանն արձագանքում է՝ իհարկե, Ռուսաստանը շահագրգռված չէ խաղաղությամբ, սակայն չի կարող հայտարարություն անել, որ չեն ողջունում խաղաղության տեքստի ընդունումը: Դա, ըստ քաղաքագետի, բարբարոսություն կդիտարկվեր:
Խոսելով դժվար բանակցվող կետերից մեկի՝ սահմանի երկայնքով երրորդ ուժի ներկայությունը բացառելու մասին՝ Քոչինյանն ասում է՝ միանշանակ է, որ Եվրամիության դիտորդական առաքելությունը ուժ է, բայց դա չի նշանակում, որ դիտորդական առաքելությունը վաղը կամ մոտ ապագայում հայ-ադրբեջանական սահմանից դուրս է գալու:
Հարցին, թե ի՞նչ կտա Հայաստանին փաստաթղթի ստորագրումը, Քոչինյանն արձագանքում է՝ մտածել, որ խաղաղության պայմանագիրը մեր բոլոր հարցերը լուծելու է, կլինի աբսուրդ և ռոմանտիզմ:
Դիտարկմանը, թե այս փաստաթուղթը քաղաքական որոշ շրջանակներ որակում են կապիտուլյացիոն, որը, ըստ նրանց, միայն Հայաստանին վնասելու միտում ունի, Քոչինյանն ասում է՝ կապիտուլյացիա բառը հայ իրականության մեջ օգտագործվում է՝ դրա իմաստն ու նշանակությունը չհասկանալով:
Քաղաքագետը մեծ էսկալացիայի հավանականությունը այս պահին ծայրահեղ ցածր է համարում, փոքր էսկալացիայի հավանականություն տեսականորեն տեսնում է, քանի դեռ շարունակվում են Ադրբեջանի հայտարարությունները:
