Բացարձակ ապացույցի կարիք չունի այն պնդումը, որ 2013 թվականի սեպտեմբերի 3-ին Հայաստանի որոշումը միանալ Մաքսային Միությանը ժողովրդավարական հիմունքներով չի կայացվել:Եթե Հայաստանի համագործակցության սկիզբը ՌԴ-ի, Բելառուսի և Ղազախստանի հետ ժողովրդավարական հիմունքերով չի սկսվել, քիչ հավանակն է, որ կշարունակվի՝ նպաստելով ՀՀ-ում դրական ժողովրդավարական գործընթացներին, այլ ոչ թե հակառակը:Միջազգային մի շարք հետազոտական կառույցներ, որոնք զբաղվում են աշխարհի տարբեր երկրներում ժողովրդավարական գործընթացների ուսումնասիրությամբ և համեմատությամբ առանձնահատուկ դրական ցուցանիշներ չեն արձանագրում Եվրասիական տնտեսական միության անդամ երկրների վերաբերյալ:
Ռուսաստանի դեմոկրատիայի ցուցանիշը 2005-2014 թթ. ըստ Freedom House-ի անցած ինը տարիների ընթացքում ժողովրդավարական գործընթացները հաստատուն կերպով թուլանում են: Բելոռուսում էլ 2005թ.-ի 2014 թվականի ցուցանիշների միջև գրեթե տարբերություն չկա, ինչը նշանակում է, որ Բելառուսի Հանրապետությունում այս տարիների ընթացքում որևէ դրական փոփոխություն չի նկատվել լրատվամիջոցների ազատության, անկախ և արդար ընտրությունների, անկախ դատական համակարգի ստեղծման, կոռուպցիայի վերացման գործընթացներում: Գրեթե նույնանման իրավիճակ է տիրում Ղազախստանում: Պարզ է, որ ՌԴ-ում, Բելառուսում և Ղազախստանում լուրջ ժողովրդավարական խնդիրներ կան:
Բավական է միայն նշել, որ ՌԴ-ում 1999 թվականից հետո իշխանության գլուխ է կանգնած Վլադիմիր Պուտինը: Ղազախստանում և Բելառուսի Հանրապետությունում իրավիճակն էլ ավելի անմխիթար է: Առաջինի դեպքում սկսած 1990 թ.-ից երկրի նախագահն անընդմեջ եղել է Նուրսուլթան Նազարբաևը, իսկ Բելառուսում՝ 1994 թ.-ից սկսած՝ Ալեքսանդր Լուկաշենկոն: Իշխանության նմանօրինակ մոնոպոլիան ԵՏՄ անդամ երեք երկրներում վկայում է ժողովրդավարական մեկ այլ սկզբունքի՝ արդար և ազատ ընտրության իրավունքի խախտման մասին: Հարկ է նաև նշել, որ պետությունները հակում ունեն օգտագործել իրենց դաշնակից երկրների օրենսդրական և քաղաքական պրակտիկաները:
