Մեզ համար ամենակարևոր հարցն այն է, որ բնակարանային ծրագիրը պետք է ապահովի կայուն, արժանապատիվ լուծում մեր ժողովրդի կեցության խնդիրների համար։ Այս մասին Աշխատանքի և սոցիալական հարցերի նախարարության մոտ բողոքի ակցիայի ժամանակ ասաց Արցախի նախկին ՄԻՊ Արտակ Բեգլարյանը:
«Իհարկե, մեզ համար քաղաքական վերջնական նպատակը մեր հավաքական վերադարձն է, բայց մինչև հավաքական վերադարձը, մենք ցանկանում ենք, որ Արցախի ժողովուրդը բնակվի այստեղ՝ ՀՀ-ում և դրա համար պետք է մենք ունենանք համարժեք արժանապատիվ պայմաններ»,- ասաց նա:
Բեգլարյանը շեշտեց, որ բնակարանային ծրագիրն ինքնին այդ պայմանները չի ապահովում, որովհետև բազմաթիվ խնդիրներ են առկա, և այդ խնդիրները, երբ բարձրաձայնվում են, լուծումներ չեն ստանում։ «Սա գումարի հարց չէ, սա ուղղակի լուծումների, սկզբունքների, մեխանիզմների հարց է։ Լավագույն տարբերակը համայնքային բնակեցումն է մեզ համար, բայց Կառավարությունն արդեն ընտրել է ցրիվ բնակության կամ ապակենտրոնացված բնակության սկզբունքը: Խնդիրը տանում է, այսպես ասած, վարկավորման դաշտ: Մենք պնդում ենք՝ պետք է լինի կենտրոնացված բնակեցում կամ համայնքային բնակեցում և պետք է նաև զբաղվածության ծրագրերը փոխկապակցված լինեն բնակարանային ծրագրի հետ, որը կրկին արված չէ»,- ասաց նա:
Բեգլարյանի խոսքով՝ հիմա երբ բնակվարձի աջակցությունը կտրուկ կրճատում են և դրան զուգահեռ, բնակարանային ծրագիրը չի կարգավորվում արցախցիները բախվելու են շատ լուրջ սոցիալական խնդրի և սա հանգեցնելու է նաև արտագաղթի նոր ալիքի։
Ըստ նրա՝ այս ամենը միտումնավոր է արվում: «Նիկոլ Փաշինյանը քանիցս արտահայտվել է, որ Արցախի հարցը փակված է, Արցախյան շարժում չկա, Արցախի ժողովրդի վերադարձի հարց չկա, Հայաստանի իշխանությունների օրակարգում, իսկ եթե մենք ունենանք համայնքային բնակեցում, մենք կպահպանենք մեր ինքնությունն ավելի հեշտ և ավելի հեշտ կպայքարենք մեր հավաքական իրավունքների համար։ Ահա այս պատճառով նրանք նախընտրել են ապակենտրոնացված ցրիվ բնակեցումը։ Ատելության քարոզն էլ ես կարծում եմ՝ միտումնավոր է: Մենք տեսնում ենք, որ տարբեր իշխանական պատգամավորների, նույնիսկ վարչապետի շուրթերից հաճախակի ուղղակիորեն կամ անուղղակի կերպով թիրախավորվում են արցախցիները կամ Արցախի ժողովուրդը կամ Արցախի ժողովրդի համար շատ կարևոր արժեքներ, որոնք գեներացնում են ատելության քարոզ»,- ասաց նա:
