Գյումրի համայնքի ավագանին ունի 33 մանդատ:
Համայնքի ղեկավար է ընտրվում այն թեկնածուն, որն ստանում է ավագանու անդամների ընդհանուր թվի ձայների մեծամասնությունը՝ 17 ձայն։
Մանդատների նախնական բաշխվածությունը հետեւյալն է.
1. Քաղաքացիական պայմանագիր-14 մանդատ.
2. Կոմունիստական կուսակցություն-8 մանդատ.
3. Մեր քաղաքը-6 մանդատ.
4. Իմ հզոր համայնք-3 մանդատ.
5. Մայր Հայաստան-2 մանդատ.
Եթե առաջադրված թեկնածուներից որևէ մեկը չի ստանում 17 ձայն, ապա առավելագույն ձայներ ստացած ԵՐԿՈՒ թեկնածուների միջև անցկացվում է քվեարկության ԵՐԿՐՈՐԴ ՓՈՒԼ։
Երկրորդ փուլում համայնքի ղեկավար է ընտրվում առավելագույն ձայներ ստացած թեկնածուն:

Ավագանու նիստն իրավազոր է, եթե նիստին ներկա է ավագանու 17 անդամ։
Այսինքն՝ առանց ընդդիմության ավագանու նիստ չի կարող հրավիրվել։
Եւ, եթե, երկշաբաթյա ժամկետում նիստեր չկայանան ու համայնքի ղեկավար չընտրվի, տեղի են ունենալու նոր արտահերթ ընտրություններ։)։
