Մանկավարժական համալսարանը կստանա հիմնադրամի կարգավիճակ

«Խաչատուր Աբովյանի անվան հայկական պետական մանկավարժական համալսարան» պետական ոչ առևտրային կազմակերպությունը վերակազմավորվելու է «Խաչատուր Աբովյանի անվան հայկական պետական մանկավարժական համալսարան» հիմնադրամի:«Արմենպրես»-ի փոխանցմամբ՝ այդ մասին որոշման նախ ագիծն ընդգրկված է կառավարության փետրվարի 4-ի նիստի օրակարգում:
Ակնկալվում է, որ կարգավիճակի փոփոխությունը կնպաստի համալսարանի միջազգայինհամագործակցության զարգացմանը, ուսման որակի բարձրացմանը, կառավարման հետագակատարելագործմանը և հնարավորություն կտա ընդլայնել ակադեմիական ազատությունն ուինքնավարությունը:
«Համալսարանի այսօրվա կազմակերպաիրավական կարգավիճակը հնարավորություն չի ընձեռնումընդլայնել ձեռնարկատիրական գործունեության տեսակները և ծավալները: Խնդրի լուծման դժվարությունըկայանում է նրանում, որ համալսարանի ֆինանսական սահմանափակ միջոցները հնարավորություն չեն տալիսզգալի նախնական ներդրում պահանջող նշված բնագավառներում ապահովել շոշափելի զարգացում, իսկհամալսարանի կարգավիճակը հնարավորություն չի տալիս որոշակի սահմանված կարգով ներգրավելուարտաքին ներդրողների: Հարցն ավելի արդիական է դառնում այսօրվա դրությամբ ՀՀ բուհերում ու սանողների թվի նվազեցման պարագայում»,- ասված է նախագծի հիմնավորման մեջ:
Նշված և այդ կարգի այլ սահմանափակումները վերացնելու նպատակով ՀՀ կրթության և գիտության նախարարությունը գտնում է, որ նպատակահարմար է համալսարանի ՊՈԱԿ կազմակերպաիրավականկարգավիճակը վերակազմակերպել հիմնադրամի, նկատի ունենալով նաև հետևյալ հանգամանքները: Մասնավորապես, ակնկալվում է, որ վերակազմակերպելու արդյունքում հիմնադրամը կունենա լայնհնարավորություն ավելի ճկուն, ազատ, ռացիոնալ, արդյունավետ շահագրգիռ օգտագործելու իր գույքը,ներգրավել արտաքին ներդրողների, ի նպաստ կրթության և գիտության զարգացման: Զգալիորեն կավելանանհիմնադրամի կող մից պետական բյուջե մուծվող հարկերը: Միաժամանակ, պետությունը կպահպանի հիմնադրամին օգտագործման իրավունքով հանձնված գույքի ճիշտ, նպատակային օգտագործման նկատմամբհսկողություն իրականացնելու իրավունքը, պահպանելով նաև օրենքով նախատեսված կրթությանֆինանսավորումը պետական բյուջեից:
Հիմնադրամն ինքն է սահմանում ձեռնարկատիրական գործունեության այն տեսակները, որոնցով կարող էզբաղվել, իսկ ՊՈԱԿ-ի դեպքում այդ ցանկը հաստատում է ՀՀ կառավարությունը: Մինչդեռ ակնհայտ է, որձեռնարկատիրական գործունեության չարդարացված սահմանափակումները չեն նպաստում զարգացմանգործընթացին: Վերջապես, ըստ ԿԳՆ-ի, պետք է հաշվի առնել նաև այլ երկրների դրական փորձը, որտեղ բուհերըհիմնականում գործում են հիմնադրամի կարգավիճակով և որով ապահովում է նաև բուհերի ինքնուրույնությանև ինքնակառավարման հռչակված սկզբունքները:
ՊՈԱԿ-ից որպես հիմնադրամ վերակազմակերպելու դեպքում համալսարանին նաև հնարավորությունկտրվի պահպանելու և զարգացնելու իր ուսումնագիտական ներուժը, պրոֆեսորադասախոսականանձնակազմին մշտապես հաղորդակից դարձնելու պրակտիկայում տեղի ունեցող զարգացումներին, ինչպես նաև կնպաստի կրթության որակի բարելավմանը:
