Հայաստանը մինչև 2024-ի հունվարը պնդում էր խաղաղության պայմանագրում ներառել «այսպես կոչված» (չակերտները՝ Tert.am) Լեռնային Ղարաբաղի Հանրապետությունը, որը «գոյություն ունի միայն Հայաստանի երազանքներում». այս մասին ասել է Ադրբեջանի նախագահ Իլհամ Ալիևը:
«Ղարաբաղյան Երկրորդ պատերազմի ավարտից հետո հենց Ադրբեջանն ու անձամբ ես նախաձեռնեցինք խաղաղության բանակցությունների մեկնարկը։ Այն ժամանակ ո՛չ Հայաստանը, ո՛չ էլ այն ժամանակ դեռ գործող ԵԱՀԿ Մինսկի խումբը նման առաջարկ չեն ներկայացրել։ Այս առաջարկն արել է ադրբեջանական կողմը։ Սա ինքնին ցույց է տալիս, թե որքան շահագրգռված ենք խաղաղության պայմանագիր կնքելու հարցում»,- ասել է Ալիևը:
Նա նաև ասել է, որ այսօրվա դրությամբ խաղաղության պայմանագրի տեքստը լիովին համաձայնեցված է և բաղկացած է 17 կետից։ Ադրբեջանն այստեղ լրացուցիչ պայմաններ չի առաջադրում:
Միևնույն ժամանակ Ալիևը նշել է, որ խաղաղության պայմանագրի ստորագրման համար Բաքուն ունի երկու պայման:
«Մեր պայմանները Հայաստանին հայտնի են, դրանք նոր չեն։ Մենք երկար ժամանակ առաջ ենք տանում այս պայմանները։ Սակայն Հայաստանից դեռ լուրջ արձագանք չենք ստացել։ Նախ պետք է վերացնել ԵԱՀԿ Մինսկի խումբը: Երկրորդ հարցը վերաբերում է Հայաստանի Սահմանադրությանը։ Հայաստանի Սահմանադրությունը հղում է պարունակում Հայաստանի Անկախության հռչակագրին։ Դա Սահմանադրության բաղկացուցիչ մասն է։ Այնտեղ դրույթ կա, որ «Ադրբեջանի օրինական, պատմական տարածքը» (չակերտները՝ Tert.am) միավորում է Հայաստանին, իսկ դա մեր նկատմամբ բացահայտ տարածքային պահանջ է։ Ուստի այս դրույթի հանումը Հայաստանի Սահմանադրությունից մեր «օրինական պահանջն է» (չակերտները՝ Tert.am)։ Երբ այս երկու պայմանները կատարվեն, խաղաղության պայմանագրի ստորագրման համար ոչ մի խոչընդոտ չի լինի։ Ինչպես ասում են՝ գնդակը Հայաստանի դաշտում է։ Եթե Հայաստանն իսկապես ցանկանում է խաղաղության պայմանագիր կնքել, ապա «պետք է» (չակերտները՝ Tert.am) ընդունի Ադրբեջանի այս երկու «օրինական» (չակերտները՝ Tert.am) պայմանները», - ասել է Ալիևը:
