«Ֆիզիկական ուժի գործադրմամբ վերջիններս դուրս են բերվել խցերից, իսկ խցերում իրականացվել են խուզարկություններ»․ ՔԿԾ-ից պարզաբանում են

Քրեակատարողական ծառայությունում ստացվել էին տեղեկություններ այն մասին, որ ՀՀ արդարադատության նախարարության «Նուբարաշեն» քրեակատարողական հիմնարկի դատապարտյալներից մեկը, նպատակ ունենալով ձեռք բերել առավելություններ այլ ազատազրկված անձանց նկատմամբ, տևական ժամանակ է՝ խաթարում է հիմնարկի բնականոն աշխատանքը, պարբերաբար ներկայացնում է անօրինական պահանջներ և հրահրում այլ ազատազրկված անձանց նույնպես ներկայացնել նման անօրինական պահանջներ։ Այս մասին հայտնում են Քրեակատարողական ծառայությունից։
«Քրեակատարողական ծառայությունը, քննելով վերոգրյալ տեղեկությունները, քրեական ենթամշակույթի և այլ անօրինականության դեմ պայքարի շրջանակներում որոշում է կայացրել անօրինականություններ ու պառակտում հրահրող դատապարտյալին տեղափոխել այլ քրեակատարողական հիմնարկ։ Հաջակցություն վերջինիս՝ որոշ կալանավորված անձինք և ցմահ դատապարտյալներ դրսևորել են անհնազանդություն, վնասել են խցերի գույքը, այրել ներքնակները, հարվածել դռներին և այլն։
«Նուբարաշեն» քրեակատարողական հիմնարկի ծառայողներն օրենքով սահմանված կարգով բազմիցս պահանջել են դադարեցնել անհնազանդությունը, սակայն պահանջները չեն կատարվել։
Հետևաբար Ծառայության հատուկ նշանակության բաժնի ծառայողները «Նուբարաշեն» քրեակատարողական հիմնարկի ծառայողների հետ համատեղ ձեռնարկել են հատուկ միջոցառումներ ազատազրկված անձանց կողմից ներքին կանոնակարգի խախտումները վերացնելու ուղղությամբ։ Ֆիզիկական ուժի գործադրմամբ վերջիններս դուրս են բերվել խցերից, իսկ խցերում իրականացվել են խուզարկություններ։
Կատարված գործողություններից հետո երկու դատապարտյալ հայտարարել է հնարավոր կոտրվածքների մասին, սակայն հիմնարկի բուժանձնակազմի կողմից իրականացված ռենտգեն հետազոտության արդյունքում վերջիններիս մոտ կոտրվածքներ չեն հայտնաբերվել»,-նշվում է պարզաբանման մեջ։
Ավելի վաղ իրավապաշտպան Ժաննա Ալեքսանյանը հայտարարություն էր տարածել, որում նշվում էր․ «Հենց նոր ահազանգ ստացա Նուբարաշեն քրեկատարողական հիմնարիկից, որ 5-րդ հարկում բոլոր ցմահ դատապարտյալների ջարդ է կազմակերպվելլ։ Ինձ ասում են, որ դատապարտյալները արյունլվա ընկած են և որևէ բուժօգնություն չի ցուցաբերվում։
Հարցնում էին ինչ ենք արել, ինչի համար։ Սա ինչ ջարդ է։ Ում հրահանգով են ջարդում այդ մարդկանց։ Տեղյակ է Արդարադատության նախարարության տիրուհին, որ փակված անպաշտպան մարդկանց են ջարդում։ Թշնամին գրավել է երկիրը։ բռնություն է շուրջ բոլորը։ Ես արդեն ահազանգել եմ Պաշտպանի գրասենյակ, նրանք պարտավոր են հենց այս պաին այցելել ցմահ դատապարտյալներին և հայտարարությունով հանդես գալ»։
Ավելի վաղ ՄԻՊ-ից հայտնել են, որ Ապրիլի 3-ին պաշտպանի թեժ գծի հեռախոսահամարին ահազանգ է ստացվել առ այն, որ «Նուբարաշեն» քրեակատարողական հիմնարկում դիմակներով անձինք ծեծի են ենթարկել ցմահ դատապարտյալներին։
Սոցիալական ցանցերի և զանգվածային լրատվության միջոցների մշտադիտարկման արդյունքում ստացվել է նաև տեղեկություն, որ դատապարտյալներին որևէ բուժօգնություն չի ցուցաբերվում։ Պաշտպանի հանձնարարությամբ «Նուբարաշեն» քրեկատարողական հիմնարկ է մեկնել արագ արձագանքման խումբ՝ տեղում բարձրացված խնդիրների մանրամասներին ծանոթանալու, ցմահ ազատազրկման դատապարտված անձանց հետ առանձնազրույց ունենալու նպատակով:
