Ադրբեջանի կողմից կալանավորված հայ պատանդների ազատ արձակմանը նպաստելու համար ՀՅԴ Բյուրոյի Հայ դատի կենտրոնական գրասենյակը վեց լեզվով գործարկել է մի հարթակ, որի միջոցով հնարավոր է դիմել ԵԱՀԿ բարձրաստիճան պաշտոնյաներին՝ վերջիններիս կոչ անելով ձեռնարկել ԵԱՀԿ-ի իրավասության ներքո գտնվող մեխանիզմներ, որոնք թույլ կտան տեղում մոնիթորինգի ենթարկել դատավարությունների օրինականությունը, հայ գերիների պահման պայմաններն ու նրանց առողջական վիճակը և հանդես գալ համապատասխան քաղաքական դիրքորոշմամբ։ Այս մասին NEWS.am-ին հայտնում են ՀՅԴ Բյուրոյի Հայ դատի կենտրոնական գրասենյակից:

Յուրաքանչյուր օր կարևոր է մեր գերիների կյանքի համար: Միջազգային հանրությունը պետք է ճնշում գործադրի Ադրբեջանի իշխանությունների վրա՝ դադարեցնելու մարդու իրավունքների խախտումներն ու ազատ արձակելու անօրինական կերպով կալանավորված բոլոր բանտարկյալներին:

Խնդրում ենք ստորագրել այս խնդրագիրն ու օժանդակել Բաքվում պահվող հայ պատանդների ազատ արձակմանը:

Խնդրագիրը կարելի է ստորագրել հետևյալ հղմամբ։

Ստորև ներկայացնում ենք խնդրագրի ամբողջական տեքստը։

Ձերդ Գերազանցություն,

Քաղաքական ընդդիմադիրների, անկախ և արտասահմանյան լրատվամիջոցների իրավունքների ու ազատությունների աճող ճնշման, ինչպես նաև Ադրբեջանում միջազգային ու մարդասիրական իրավունքի կոպիտ խախտումների պայմաններում, ԵԱՀԿ մասնակից երկրները, որոնք հանդես են գալիս մարդու իրավունքների պաշտպանությամբ, այլևս չեն կարող անգործություն ցուցաբերել։

Միավորված ազգերի կազմակերպության մի շարք կառույցներ, տարբեր երկրների ու միջազգային կառույցների խորհրդարանական մարմիններ և Եվրոպական խորհրդարանը տասնյակ բանաձևերով կոչ են անում անհապաղ քայլեր ձեռնարկել հայ գերիների ազատ արձակման ուղղությամբ։

Հատկապես անհապաղ անհրաժեշտություն կա ստեղծելու փորձագետների հանձնաժողով՝ ուսումնասիրելու և զեկուցելու այն մտահոգությունների մասին, որոնք գնահատվել են որպես ԵԱՀԿ-ի մարդկային հարթության (Human Dimension) հանձնառությունների կոպիտ խախտումներ Ադրբեջանի Հանրապետության կողմից։ Առաջնային ուշադրություն պետք է դարձնել քաղաքական ընդդիմադիրների և քաղբանտարկյալների ձերբակալման, կալանավորման և դատավարության պայմաններին, ինչպես նաև այն գործելակերպին, որը վերաբերում է Լեռնային Ղարաբաղի Հանրապետությունից հայազգի կալանավորներին։ Ադրբեջանական գործողությունները ատելության և ռասայական խտրականության ակնհայտ դրսևորումներ են։

ԵԱՀԿ համապատասխան առաքելությունը պետք է գնահատի Ադրբեջանի դատաիրավական գործողությունները հաշվի առնելով այդ պետության, որպես ԵԱՀԿ անդամ, հանձնառությունները։

Այս նպատակով մենք դիմում ենք Ձերդ գերազանցությանը, որպեսզի վճռական քայլեր ձեռնարկեք՝ ԵԱՀԿ Մշտական խորհրդի, Մարդկային հարթության հանձնախմբի (Human Dimension Committee) և ԵԱՀԿ մասնակից պետությունների աջակցությամբ, 1991 թ․ Մոսկվայի փաստաթղի 12-րդ կետով սահմանված գործիքակազմի՝ Մոսկվայի մեխանիզմի կիրառման համար, ինչն արդեն իսկ արվել է ռուս-ուկրաինական հակամարտության ժամանակ, ինչպես նաև Բելառուսում։
