ՀՀ կրթության, գիտության, մշակույթի և սպորտի նախարարությունը խոր ցավով տեղեկացնում է, որ 66 տարեկանում կյանքից հեռացել է վերականգնող ճարտարապետ, ճարտարապետության թեկնածու, դոցենտ, ՀՀ վաստակավոր ճարտարապետ Արտակ Ղուլյանը։

«Արտակ Ղուլյանը մեծ ներդրում ունի Հայաստանի Հանրապետությունում և՛ որպես վերականգնող ճարտարապետ ու գիտնական, և՛ որպես նոր շենքերի նախագծող ճարտարապետ։

Արտակ Ղուլյանը 1981 թվականին ավարտել է Երևանի պոլիտեխնիկական ինստիտուտի ճարտարապետաշինարարական ֆակուլտետի ճարտարապետության բաժինը, 2006 թ․՝ ԵՐՃՇՊՀ դոկտորանտուրան։ 1981-1988 թթ․ աշխատել է ԵրՊԻ ճարտարապետության ֆակուլտետում՝ միաժամանակ դասավանդելով ճարտարապետական նախագծման հիմունքներ առարկան։ ՀՀ ԳԱԱ արվեստի ինստիտուտի ճարտարապետությանն բաժնի գիտական աշխատակից էր։ 1991-1994 թթ․ ՀՀ հուշարձանների պահպանության վարչության գիտաարտադրական աչվեստանոցի միջնադարի բաժնի վարիչն էր։

Դասավանդում էր Ճարտարապետության և շինարարարության Հայաստանի ազգային համալսարանի ճարտարապետության տեսության, պատմության և հուշարձանների վերականգնման ամբիոնում։

Արտակ Ղուլյանի նախագծերով վերականգնվել են Կոտայքի մարզի Ձագավանք եկեղեցին, Առինջի մատուռը, նա կազմել է Նուռնուսի եկեղեցու, Երևանի մոնղոլական դամբարանի վերականգնման նախագծերը, մասնակցել է Մաքրավանք վանական համալիրի վերականգնման աշխատանքներին և այլն։

Արտակ Ղուլյանը մի շարք գիտական հոդվածների հեղինակ է։ Նրա նախագծերով ինչպես Հայաստանում, այնպես էլ աշխարհի տարբեր երկրներում կառուցվել են նոր եկեղեցիներ։
