Եթե լիազորություններն իրականացնելու ժամանակ ՏԻՄ-երի կողմից օրենք է խախտվում, դրա համար կա ոստիկանություն, դատախազություն, քննչական մարմիններ կան, ունիվերսալ այդ իրավունքները, գործառույթներն ինչի՞ ենք այս դրվագով տալիս ՊՎԾ-ին:
Այս մասին ԱԺ-ում ՊՎԾ մասին օրենքում փոփոխություն կատարելու և կից ներկայացված օրենքների փաթեթների մասին հարցը քննարկելու ժամանակ ասաց «Հայաստան» խմբակցության պատգամավոր Արթուր Խաչատրյանը:
«Տեսեք, եթե դա սուբվենցիա և սուբսիդիա է, ես լիովին հասկանում եմ՝ պետությունը գումար է տվել, գնում է նայի իր գումարը ըստ նպատակի՞ է ծախսվել, թե՝ չէ։ Եվ այստեղ էլ արդեն, եթե անտրամաբանական է այդ գումարը տրվում ոչ թե համայնքը պետք է պատժվի, այլ, օրինակ, այդ գումար տվողը: Հիմա, սեփական եկամուտներ և դոտացիաներ։ Այդ գումարները համարվում են սեփական եկամուտներ: Համահարթեցման միջոցով տրված փողը պետության լավությունը չի, դա պետության պարտավորությունն է, դու տալիս ես այդ գումարը տեղական ինքնակառավարման մարմիններին և ասում ես՝ դա քո փողն է»,- ասաց նա:
Խաչատրյանը նշեց, որ երեկ համայնքների մի քանի ղեկավարի հետ է խոսել, ասել են՝ իրենց համայնքից պետական բյուջե պատիկներով անգամ ավելի շատ փող է լցվում՝ եկամտային հարկ, շահութահարկ, ավելացված արժեքի հարկ, ակցիզային հարկ և այլն, դրա այսքան մի կտոր մասը գալիս է իրենց մոտ, համահարթեցման խողովակով։
«Մյուսներն ավելի քիչ են տալիս, ավելի շատ են ստանում, որպեսզի ապահովի համայնքների հավասար զարգացումը, գործում է այդ մեխանիզմը, դրա համար եմ ասում, թող պետական կառավարման մարմինները չխառնեն այդ ամեն ինչը։ Սրանով կոպտորեն խախտվում է, ներողություն, կոպտորեն խախտվում է տեղական ինքնակառավարման իրավունքը»,- ասաց պատգամավորը:
Նշենք, որ գործող օրենքով ծառայությունը ՏԻՄ-երում իրականացնում է ուսումնասիրություններ՝ պետական միջոցների տրամադրման համար հիմք հանդիսացող տեղեկատվության արժանահավատության գնահատման նպատակով: Նոր կարգավորմամբ, ՏԻՄ մարմիններում վերահսկողություն իրականացվելու է նաև պետական բյուջեից համայնքներին տրված ֆինանսական միջոցների կառավարման օրինականության նկատմամբ՝ ի թիվս դրանց տրամադրման համար հիմք հանդիսացող տեղեկատվության արժանահավատության գնահատման գործառույթի: Խոսքը բացառապես այդ միջոցների կառավարման օրինականությանն է վերաբերում: Ըստ ՊՎԾ ղեկավարի՝ այդ միջոցների կառավարման, այդ թվում՝ ծախսման հայեցողությունը և դրանց բովանդակային վերահսկողությունը բացառապես ՏԻՄ լիազորությունների շրջանակում է:
