Ազգային ժողովի պատգամավոր Հայկ Սարգսյանն առաջարկում է փոփոխություններ և լրացումներ կատարել մի շարք օրենքներում և Կառավարության որոշումներում, որոնց նպատակն է մեծացնել պարտադիր զինվորական ծառայության զորակոչվողների թիվը, բարձրացնել դրա գրավչությունը, կանգնեցնել արտագաղթը և կանխել ՀՀ քաղաքացիությունից հրաժարվելու դեպքերը։ Iravaban.net-ի փոխանցմամբ՝ այս մասին նշվում է Սարգսյանի ներկայացրած նախագծի հիմնավորման մեջ։

Ըստ պատգամավորի՝ նախագծերով և՛ խրախուսումներ, և՛ խստացումներ են նախատեսվում։

Խստացող կարգավորումներ․

Որոշ առողջական խնդիրների դեպքում զորակոչել սահմանափակումով պարտադիր զինվորական ծառայության,

Ժամկետային զինվորական ծառայության սահմանային տարիքը 27-ից դարձնել 37 տարին,

Մինչև 18 տարեկան արական սեռի ներկայացուցիչների համար ՀՀ քաղաքացիությունից հրաժարվելու համար բազային տուրքը դարձնել 15 միլիոն դրամ,

Քրեականացնել փորձաքննության ենթարկվելուց հրաժարվելը կամ խուսափելը կամ հետազոտման համար նմուշ տալուց հրաժարվելը կամ խուսափելը։

Խրախուսող կարգավորումներ․

Ֆինանսական միջոցներ ուղղել պարտադիր զինվորական ծառայություն անցնող շարքային կազմի զինծառայողների դրամական ապահովության չափերի բարձրացմանը, որն այժմ կազմում է ամսական 3400 դրամ,

Կրճատված ժամկետով զինվորական ծառայության հնարավորություն տալ նաև 18 տարեկաններին,

Խրախուսել արական սեռի անձանց ստանալ ՀՀ քաղաքացիություն մինչև պարտադիր զինվորական ծառայության սահմանային տարիքի լրանալը՝ տալով հնարավորություն ծառայել կրճատված ժամկետով կամ ծառայության անցնելու փոխարեն վճարել սահմանված չափով գումար։
