ՀՀ կրթության, գիտության, մշակույթի և սպորտի նախարարությունը հանրային քննարկման է ներկայացրել լիցենզիայի տրամադրման կարգերում փոփոխություն և լրացում կատարելու նախագիծը։ Հայտնում են ԿԳՄՍՆ-ից:

Առաջարկվում է ՀՀ կառավարության 2009 թվականի հուլիսի 9-ի N 808-Ն որոշման մեջ կատարել խմբագրումներ՝ փոփոխելով նախադպրոցական ուսումնական հաստատությունների համար ուսումնական տարածքի հասարակական նպատակային նշանակության պահանջը, ինչպես նաև նշված հաստատություններում իջեցնելով հիմնական աշխատողների տոկոսային շեմը։

Ըստ հիմնավորման՝ փոփոխությունը կնպաստի, որպեսզի զարգացման կենտրոնների անվան տակ գործող, սակայն ըստ էության  նախադպրոցական  ծառայություններ մատուցող կազմակերպությունները կարողանան առանց խոչընդոտների լիցենզավորվել։

Ուսումնական տարածքի հասարակական նպատակային նշանակության պահանջի վերաբերյալ տարբեր քննարկումների արդյունքում պարզ է դարձել, որ նախադպրոցական մի շարք ուսումնական հաստատությունների, այդ թվում՝ նախադպրոցական հիմնական կրթական ծրագիր իրականացնող ուսումնական հաստատությունների համար լիցենզավորման ժամանակ կարող է խնդիր առաջանալ, քանի որ դեռևս կան մեծ թվով ուսումնական հաստատություններ, որոնք գործունեություն են իրականացնում բնակելի նշանակության տարածքներում: Ըստ այդմ՝ անհրաժեշտություն է առաջացել նախադպրոցական հիմնական կրթական ծրագիր իրականացնող ուսումնական հաստատությունների համար ուսումնական տարածքի հասարակական նպատակային նշանակության պահանջը փոխարինել հասարակական և բնակելի նպատակային նշանակության տարածք ունենալու պահանջով:

Հաշվի առնելով այն հանգամանքը, որ նախադպրոցական ծառայություն մատուցող կազմակերպություններն իրականացնում են նաև մինչև 4 ժամ տևողությամբ ծառայություն, առաջարկվում է վերանայել մանկավարժական կազմի հիմնական աշխատողների պահանջը, քանի որ օրվա մի մասը նշված մասնագետներն աշխատում են այլ հաստատություններում: Այս հանգամանքը հաշվի առնելով՝ նախատեսվում է հիմնական աշխատողների 80%-ի շեմն իջեցնել 50%-ի։

Նախադպրոցական տարբեր կրթական ծրագրեր և նախադպրոցական ծառայություններ իրականացնող ոչ պետական կենտրոնները, լիցենզավորվելով և գործելով լիազոր մարմնի վերահսկողության ներքո, կապահովեն երեխաների առողջության և անվտանգության նվազագույն պահանջները (հիգիենիկ և սանիտարահամաճարակային, հակահրդեհային անվտանգության և այլն), ինչպես նաև կրթության բովանդակությամբ ներկայացվող վերջնարդյունքները։

Նախագծի քննարկումն Իրավական ակտերի նախագծերի հրապարակման միասնական հարթակում կշարունակվի մինչև մայիսի 13-ը: Քաղաքացիները, շահագրգիռ կազմակերպություններն ու կառույցները կարող են ներկայացնել իրենց կարծիքները, դիտողություններն ու առաջարկները:
