«Հայտարարագրման չեղարկումը ժամանակի խնդիր է». «Փաստ»

«Փաստ» օրաթերթը գրում է.
Օրերս Նիկոլ Փաշինյանը հայտարարեց, թե այս պահի դրությամբ, այսինքն՝ անցած մոտ չորս ամսվա ընթացքում մոտ 33 հազար քաղաքացի է եկամուտների հայտարարագիր ներկայացրել, մինչդեռ հիշեցնենք, որ այս տարվա ընթացքում՝ մինչև նոյեմբերի 1-ը, ըստ պաշտոնական տվյալների, հայտարարագիր պետք է ներկայացներ մոտ 800 հազար քաղաքացի:
Ճիշտ է, հայտարարագիր ներկայացնելու վերջնաժամկետին դեռ վեց ամիս կա, բայց չորս ամսվա տվյալներն ինքնին ցույց են տալիս, որ քաղաքացիները շարունակում են բոյկոտել այս գործընթացի իրականացումը: Առավել ևս, ակնհայտ է, որ նշյալ 33 հազարի մեծ մասն ակնհայտորեն պետական պաշտոնյաներ են, որոնք միշտ էլ ներկայացրել են հայտարարագիր:
Հայտարարագրման գործընթացի դեմ արշավն ի սկզբանե կազմակերպվեց «Հայաստանը ես եմ» նախաձեռնության կողմից: Նախաձեռնության անդամները, ղեկավար Նաիրի Սարգսյանի գլխավորությամբ, անցնող ամիսների ընթացքում Հայաստանի մարզերում և մայրաքաղաքում քաղաքացիների հետ հանդիպումների ժամանակ ներկայացրեցին կառավարության այս խնդրահարույց նախաձեռնության բոլոր խութերը: Այժմ մարզային հանդիպումների առումով նախաձեռնությունը ժամանակավոր դադար է վերցնում: Սարգսյանի խոսքով՝ հաջողվել է ողջ հասարակությանն իրազեկել: «Ժամանակավոր դադար կվերցնենք մինչև սեպտեմբեր կամ հոկտեմբեր: Մարդիկ վստահ են, որ գործընթացը հետաձգված է, ուշադրությունը որոշակի նվազել է: Նրանք նաև հաղթանակի բերկրանքն են վայելում։ Կսպասենք, երբ ժամկետը մոտենա, նորից կուժեղացնենք ճնշումը կառավարության վրա»,-«Փաստի» հետ զրույցում ասում է նախաձեռնության ղեկավարը:
Իսկ ինչի՞ մասին է վկայում չորս ամսվա ընթացքում հայտարարագիր ներկայացրած անձանց այսքան փոքր թիվը: «Թվերը խոսում են այն մասին, որ, փաստորեն, «Դեմ եմ հայտարարագրմանը» ակցիան ստացվել է: Մարդիկ չեն վստահում կառավարությանը, ուշ են հայտարարագրում իրականացնում կամ առհասարակ հայտարարագիր չեն ներկայացնում: Վկայում են նաև այն մասին, որ, այո՛, հայտարարագրման չեղարկումը ժամանակի խնդիր է: Հասնելու ենք վերջնական արդյունքի ու հաղթանակի»,-եզրափակում է Նաիրի Սարգսյանը։
