Խոշոր ձեռնարկատիրական կազմակերպություններին աջակցություն ցուցաբերելը կարևոր է հենց այն պարզ պատճառով, որ այդտեղ աշխատում են բազմաթիվ քաղաքացիներ: Այսօր ՀՀ կառավարությունը հաստատել է «Հրազդան Ցեմենտ» ընկերությանը 510 մլն դրամ տույժերից ազատելու որոշման նախագիծը: Վերջինիս հաշվիներն արգելափակված են, ընդհանուր պարտքն էլ կազմում է մոտ մեկ մլրդ դրամ:
Վերոնշյալ կազմակերպության գույքը գրավադրված է նաև «ՎՏԲ Հայաստան» բանկում: Հիշյալ նախագծի ընդունումը հնարավորություն կընձեռի ընկերության գույքի և հաշվի վրայից հանել արգելանքը և «ՎՏԲ Հայաստան Բանկ» ՓԲ ընկերության կողմից հավանության արժանացած ծրագրի բարեհաջող իրականացման արդյունքում` մարել ընկերության պարտքերը, ստեղծել նոր աշխատատեղեր` ապահովելով հարկերի վճարման շարունակականությունը:
Գործարանի այսպիսի պարտքերի կուտակման պատճառ է հանդիսացել համաշխարհային ֆինանսատնտեսական ճգնաժամի տարիներին հանրապետությունում շինարարության տեմպերի կտրուկ անկումը, որի հետևանքով ընկերության աշխատանքն ընթացել է անկայուն ռիթմով, հաճախակի ընդհատումներով, ինչն էլ իր բացասական հետևանքներն է թողել ընկերության ֆինանսատնտեսական գործունեության վրա` արդյունքում առաջացնելով ֆինանսական պարտավորություններ:
Հարկ է նշել նաև, որ ներկայումս ընկերությունն իրականացնում է արտադրության ընդլայնման աշխատանքներ. ըստ ընկերության ՎՏԲ Հայաստան բանկի հավանությանը արժանացած ծրագրի` նախատեսվում է ցեմենտի արտադրության 2016 թ. տարեկան ծավալը հասցնել մինչև 200 հազ.տ. (2014 թ.` 23,3 հազ. տ., 2015 թ.` 80 հազ. տ.) և
ստեղծել լրացուցիչ 450 աշխատատեղեր: Վերը նշվածի արդյունքում (ըստ ընկերության գնահատականի) պետբյուջե կվճարվի ավելի քան 700 մլն դրամի հարկ:
