«Փաստ» օրաթերթը գրում է.

Աշխատանքի և սոցիալական հարցերի նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարելու կառավարության 2024 թ. դեկտեմբերի 12-ի N 1990-Լ որոշման մեջ: Ներկայացվող նախագծի նպատակը անհուսալի վարկեր ունեցող անձանց տնտեսական ակտիվության խթանման միջոցառման շրջանակներում իրավակիրառ պրակտիկայում ծագած խնդիրների լուծումն է։

2025 թ. փետրվարի 3-ից որոշման N 2 հավելվածով սահմանված կարգով ընդունվում են քաղաքացիների դիմումները։ Դիմումների մշակման փուլում ի հայտ են եկել խնդիրներ։ Մասնավորապես, պաշտպանության, ոստիկանության նախարարությունների, ԱԱԾ աշխատակիցների դիմումները մերժվում են, քանի որ նրանց վերաբերող տեղեկատվությունը օրենսդրությամբ սահմանված է որպես սահմանափակ օգտագործման ենթակա տեղեկատվություն և առկա չէ ՊԵԿ կողմից վարվող՝ եկամտային հարկի, շահութահարկի և սոցիալական վճարի անձնավորված հաշվառման համակարգում։ Խնդրի կարգավորման համար անհրաժեշտ է նշված մարմինների հետ ապահովել տեղեկատվության փոխանակման ծրագրային ապահովում, իսկ իրավական ակտում կատարել համապատասխան փոփոխություն։ Խնդիրներ են ծագել նաև այն դեպքերում, երբ դիմողը անհուսալի վարկ ունի 2025 թ.-ի փետրվարի 1-ի դրությամբ Կենտրոնական բանկի կողմից չլիցենզավորված վարկային կազմակերպություններում: Ի հայտ են եկել մի շարք խնդիրներ ևս:

Այսպիսով՝ նախագծով միջոցառման շրջանակներում վարկավորող կճանաչվեն նաև Հայաստանի տարածքում 2025 թ. փետրվարի 1-ի դրությամբ լուծարային գործընթացում գտնվող առևտրային բանկերը և վարկային կազմակերպությունները, հարկադիր կատարումն ապահովող (ՀԿԱ) ծառայությունը միջոցառման շրջանակում շահառու ճանաչվելու ժամանակահատվածում անձանց անհուսալի վարկերի մասով շահառուի գույքերի նկատմամբ իրականացվող բռնագանձումները կկասեցվեն՝ առանց դրանց նկատմամբ առկա արգելանքների վերացման: Մյուս կողմից՝ կհստակեցվի, որ միջոցառման շահառու կարող են հանդիսանալ նաև պաշտպանության, ոստիկանության նախարարությունների, ԱԱԾ աշխատակիցները՝ սահմանված պայմաններին բավարարելու դեպքում, կսահմանվի, որ շահառու ճանաչված, աջակցության տրամադրումը դադարեցված, աջակցության տրամադրումը կասեցված անձանց տվյալները ՀԿԱ ծառայությանը տրամադրվում են յուրաքանչյուր ամսվա 1-ին, 7-ին, 14-ին, 21-ին և 27-ին (ոչ աշխատանքային օր լինելու դեպքում տվյալ օրվան հաջորդող աշխատանքային օրը):

Կսահմանվի շահառուների շտեմարան ներառվող տվյալների բովանդակությունը, կհստակեցվեն դիմումների մերժման հիմքերը, կսահմանվի վճարման ցուցակ ներառվող տվյալների կազմը, կսահմանվի նաև, որ հղիության և ծննդաբերության, մինչև 2 տարեկան երեխայի խնամքի արձակուրդում գտնվելու ժամանակահատվածը չի ներառվում աջակցության տրամադրումը դադարեցնելու համար որոշմամբ նախատեսված 3-ամսյա ժամանակահատվածի հաշվարկում, կսահմանվեն վարկավորողին ավել փոխանցված գումարը պետբյուջե վերադարձնելուն առնչվող հարաբերությունները, կհստակեցվեն շահառուներին էլեկտրոնային փոստի միջոցով տեղեկատվության տրամադրման դեպքերը և կազմը։
