Արցախի մշակութային ժառանգության մշտադիտարկում իրականացնող monumentwatch.org կայքը գրում է.

«2025 թվականի ապրիլի 21-ին տարածված տեսանյութում կարելի է տեսնել, որ ադրբեջանցիները կրկին պղծել են օկուպացված Ստեփանակերտի հուշահամալիրի շիրմաքարերը:

Մասնավորապես միտումնավոր կերպով փորագրել, ջնջել են որոշ տապանաքարերի վրա պատկերված ազատամարտիկների դեմքերը՝ աչքերը, բերանը: Որոշ տապանաքարեր էլ կոտրված են:

Նկատենք, որ Ստեփանակերտի հուշահամալիրը Արցախի ամբողջական օկուպացիայից հետո հայտնվել է ոչնչացման վտանգի տակ: Բազմաթիվ տեսանյութերում օկուպացված Ստեփանակերտ այցելող ադրբեջանցիները կոչ են անում վերացնել այս հուշահամալիրը:

Մեր արձագանքը

Հայկական հուշարձանների, այդ թվում գերեզմանոցների պղծումն արգելված է Հաագայի Արդարադատության միջազգային դատարանի 2021 թվականի դեկտեմբերի 7-ի որոշմամբ։ Համաձայն վերջինիս, Ադրբեջանը պետք է ձեռնարկի բոլոր անհրաժեշտ միջոցները՝ կանխելու և պատժելու վանդալիզմի ու պղծման գործողությունները հայկական մշակութային ժառանգության դեմ՝ ներառելով, բայցև չսահմանափակվելով եկեղեցիներով և պաշտամունքի այլ վայրերով, հուշարձաններով, տեսարժան վայրերով, գերեզմանատներով և արտեֆակտներով։

Բացի այդ, Եվրոպական Խորհրդարանը 2024 թվականի մարտի 12-ին ընդունել է ԵՄ-ի և Հայաստանի միջև ավելի սերտ կապերի, Ադրբեջանի և Հայաստանի միջև խաղաղության համաձայնագրի անհրաժեշտության մասին բանաձևը, որն իր 19-րդ կետով դատապարտում է հայկական բազմադարյա ներկայությունը փաստող բոլոր պատմամշակութային վայրերի ոչնչացման, վանդալիզմի և պղծման դեպքերը։

Գերեզմանոցների պղծումը նաև պատերազմական հանցագործություն է, համաձայն Հռոմի Ստատուտի 8-րդ հոդվածի 2-րդ մասի, որն ի մասնավորի նշում է, որ «Սույն Կանոնադրության նպատակների համար «պատերազմական հանցագործություններ» նշանակում է դիտավորությամբ կատարված հարձակումները կրոնական, կրթական, մշակութային, գիտական կամ բարեգործական նպատակների ծսռայոդ շենքերի, պատմական հուշարձանների, հոսպիտալների և այն վայրերի վրա, ուր կենտրոնացած են հիվանդներ ու վիրավորներ, պայմանով, որ նշված օբյեկտները ռազմական նպատակակետեր չեն.( 8 րդ հոդվածի 2-րդ կետի բ) մասի ix դրույթ):

Գերեզմանոցների պղծման գործողություններով Ադրբեջանը խախտում է 1954 թ. Հաագայի կոնվենցիայի 4-րդ հոդվածը, որը նշում է, որ կողմերը պարտավորվում են հարգել ինչպես իրենց, այնպես էլ մյուս կողմի տարածքում գտնվող մշակութային արժեքները՝ արգելելով այդ արժեքների օգտագործումն այնպիսի նպատակներով, որոնք զինված ընդհարման դեպքում կարող են հանգեցնել դրանց ոչնչացմանը կամ վնասվելուն, ձեռնպահ մնալով դրանց դեմ ուղղված թշնամական ցանկացած գործողությունից»։
