Հայաստանի և Ադրբեջանի կողմից փոխադարձ միմյանց տարածքային ամբողջականությունը ճանաչելու հիմնարար սկզբունքը հստակորեն արտահայտված է եղել Լեռնային Ղարաբաղի հակամարտության բանակցային գործընթացի բոլոր փուլերում:
Այս մասին ԱԺ–կառավարություն հարցուպատասխանին այս մասին ասաց Հայաստանի արտաքին գործերի նախարար Արարատ Միրզոյանը՝ անդրադառնալով քննադատությանը, որ իշխանություններն օգտագործում են ԼՂ–ի լուծարման փաստաթուղթը՝ քողարկելու համար 2022–ին Պրահայում Լեռնային Ղարաբաղն Ադրբեջանի մաս ճանաչելու փաստը:
«Ես ստիպված եմ արձանագրել մի բան, որը մի կողմից շատ հանրահայտ փաստ է, մյուս կողմից համապատասխան պաշտոնյաները մեզ տևական ժամանակ համառորեն չեն ուզել ասել՝ երևի, որ տրամադրությունները չընկնի: Եվ այդ փաստը հետևյալն է՝ Հայաստանի Հանրապետությունը երբեք չի ճանաչել Լեռնային Ղարաբաղի Հանրապետությունը: ԽՍՀՄ կազմալուծման գործընթացի հետ գրեթե միաժամանակ Ալմաթայի հռչակագրի ստորագրմամբ ՀՀ–ն ճանաչել է Ադրբեջանի տարածքային ամբողջականությունը՝ ԽՍՀՄ փլուզման պահին եղած սահմաններով: Ավելին՝ փոխադարձ միմյանց տարածքային ամբողջականությունը ճանաչելու այս հիմնարար սկզբունքը հստակորեն արտահայտված է եղել ԼՂ հակամարտության բանակցային գործընթացի բոլոր փուլերում հենց սկզբից և արտահայտված է բոլոր նշանակալի փաստաթղթերում, այդ թվում և Մադրիդյան սկզբունքներում»,–ասաց Միրզոյանը:
Նա հավելեց՝Մադրիդյան սկզբունքներից մեկը հենց տարածքային ամբողջականությունն էր, իսկ ինքնորոշման իրավունքն ընկալվում էր տարածքային ամբողջականության շրջանակներում:
Միրզոյանը նշեց՝ Ալմաթայի հռչակագրին համահունչ տարածքային ամբողջականության ճանաչման հիմնարար սկզբունքն արտահայտված է նաև ավելի ուշ շրջանի բանակցային փաստաթղթերում, տարբեր ձևաչափերում տեղի ունեցած հանդիպումների արդյունքներով եղած հայտարարություններում, այդ թվում՝ 2022թ Պրահայի քառակողմ հայտարարության մեջ:
Նույն սկզբունքն արտահայտված է նաև 2024թ օգոստոսի 30–ին ստորագրված և ուժի մեջ մտած Հայաստանի և Ադրբեջանի սահմանազատման հանձնաժողովների աշխատանքների կանոնակարգի մեջ:
«Այդ նույն սկզբունքն արտահայտված է նաև Հայաստանի և Ադրբեջանի միջև խաղաղության պայմանագրի համաձայնեցված տեքստում»,–եզրափակեց նախարարը:
