Եվրոպայի խորհուրդը սկսել է «Պուտինի համար արտակարգ դատարան» ստեղծելու գործընթացը

Եվրոպայի խորհրդի Նախարարների կոմիտեն հայտարարել է Ուկրաինայի դեմ ագրեսիայի հանցագործության համար արտակարգ դատարան ստեղծելու գործընթացի մեկնարկի մասին, որը նախկինում ոչ պաշտոնապես անվանում էին «Պուտինի տրիբունալ»։ Համապատասխան որոշումն ընդունվել է մայիսի 14-ին անցկացված նիստում, նշված է Եվրոպայի խորհրդի պաշտոնական կայքում։
Արտակարգ դատարանի ստեղծման գործընթացը վստահվել է Եվրոպայի խորհրդի գլխավոր քարտուղար Ալեն Բերսեին։
Գերմանական Deutsche Welle պարբերականը, վկայակոչելով աղբյուրներին, գրում է, որ դատարանի ստեղծման պաշտոնական ընթացակարգերը կարող են ավարտվել 2025 թվականի վերջին կամ 2026 թվականի սկզբին։
Ապրիլին հաղորդվել է, որ արտակարգ դատարանի ստեղծման հիմնական խումբը, որը ներառում է գրեթե 40 երկիր, Եվրոպական հանձնաժողովը, ԵՄ արտաքին քաղաքական ծառայությունը և Եվրոպայի խորհուրդը, ավարտել է արտակարգ դատարանի տեխնիկական նախագծման աշխատանքները։
Ակնկալվում է, որ արտակարգ դատարանը հետաքննություն կսկսի Ռուսաստանի բարձրագույն ղեկավարության նկատմամբ։ Սկզբում նախատեսվում էր, որ մեղադրյալները կլինեն Ռուսաստանի նախագահ Վլադիմիր Պուտինը, արտգործնախարար Սերգեյ Լավրովը և վարչապետ Միխայիլ Միշուստինը։ Արտակարգ դատարանի ստեղծման գործընթացին ծանոթ Deutsche Welle-ի աղբյուրը պնդում էր, որ հետաքննությունը կանցկացվի Ուկրաինայի կողմից կազմված ցուցակից երկու տասնյակ ռուս պաշտոնյաների դեմ։
Խոսքը այն անձանց մասին է, որոնք «պատասխանատու են Ուկրաինայի դեմ ագրեսիայի հանցագործությունը ծրագրելու, նախապատրաստելու, նախաձեռնելու և իրականացնելու համար»։ Միևնույն ժամանակ, արտակարգ դատարանը, Ռուսաստանի ամենաբարձր պաշտոնյաներին՝ ո՛չ նախագահին, ո՛չ վարչապետին, ո՛չ էլ Արտաքին քաղաքական գերատեսչության ղեկավարին չի կարողանա դատել, ներառյալ՝ հեռակա կարգով։ Եվրոպայի խորհուրդը նրանց անձնական անձեռնմխելիությունը վերացնելու համար լիազորություններ չունի։
