Կսահմանվի պատասխանատվություն վարժական հավաքներից խուսափելու համար, համապատասխան որոշումն ընդունվել է կառավարության այսօրվա նիստի ժամանակ։
ՀՀ պաշտպանության նախարարությունն առաջարկել է օրենսդրական մի շարք փոփոխություններ, որոնք կներկայացվեն նաև Ազգային ժողովի քննարկմանը։
«Անհրաժեշտություն է առաջացել հստակեցնել քաղաքացիների կողմից վարժական հավաքներից խուսափելու դրսևորման ձևերը: Միաժամանակ, պրակտիկայում արդեն իսկ առկա են դեպքեր, երբ քաղաքացիները վարժական հավաքներից խուսափել են իրենց մարմնական վնասվածք պատճառելու, հիվանդության սիմուլյացիայի, փաստաթուղթ կեղծելու կամ խաբեության այլ ճանապարհով»,– ասված է որոշման նախագծի մեջ:
ՊՆ–ն անհրաժեշտ է դիտարկել նման միջոցներով վարժական հավաքներից խուսափելու համար պատասխանատվությունը խստացնել: Վարժական հավաքներից խուսափելը կպատժվի տուգանքով՝ աշխատավարձի առավելագույնը քսանապատիկի չափով կամ ազատազրկմամբ՝ 2 ամսից մինչև 3 տարի ժամկետով:
Եթե վարժական հավաքներից խուսափել են իրենց մարմնական վնասվածք պատճառելու կամ հիվանդության սիմուլյացիայի ճանապարհով, փաստաթուղթ կեղծելու կամ խաբեության այլ ճանապարհով, պատժվում է ազատազրկմամբ` 2–5 տարի ժամկետով:
Անձը կազատվի քրեական պատասխանատվությունից, եթե կամովին ներկայանա և ներգրավվի վարժական հավաքին:
Քաղաքացիների զինվորական հաշվառման, պարտադիր և զորահավաքային զորակոչերի, պահեստազորային պատրաստության շրջանակներում կազմակերպվող վարժական հավաքների և զորավարժությունների (զորախաղերի) կազմակերպման գործընթացի արդյունավետությունը բարձրացնելու նպատակով կնախատեսվի ռազմական ոստիկանության աջակցության ցուցաբերումը զինվորական կոմիսարիատներին:
