«2021 թվականին կունենայինք միջազգային ստանդարտներին համապատասխան Ջերմուկի ազգային պարկ, բայց, ավաղ, չունենք»

2025 թ. նոյեմբերի 10-ից 21-ը Բրազիլիայի Բելեմ քաղաքում տեղի կունենա ՄԱԿ-իԿլիմայի փոփոխության մասին համաժողովը (COP 30): 2026 թ. աշնանը Հայաստանը նախապատրաստվում է ընդունել Կենսաբազմազանության մասին Կոնվենցիայի կողմերի 17-րդ համաժողովը (COP 17): Մայիսի 15-ին «Կայուն զարգացման համաժողով Հայաստանում. կամուրջ Բրազիլիայում կայանալիք COP 30-ի և Հայաստանում կայանալիք COP 17-ի միջև» խորագրով միջոցառման ժամանակ քննարկվեց, թե ինչպես կարող է Հայաստանը համահունչ լինել գլոբալ կայուն զարգացման օրակարգերին, ամրապնդել իր դիրքը որպես բնապահպանական առաջնորդ և ձևավորել իր ճանապարհային քարտեզը՝ COP 17-ին ընդառաջ։ Պանելային տարբեր քննարկումների ժամանակ մասնակիցները կիսվեցին իրենց մտքերով: Հայաստանում ԵՄ դեսպան Վասիլիս Մարագոսն, օրինակ՝ նշեց, որ կառավարությունը սեփական ուժերով ոչինչ անել չի կարող, նա պետք է ցույց տա ճանապարհը դեպի ապագա, ուստի անհրաժեշտ է բոլոր կողմերի համագործակցությունը:
Շրջակա միջավայրի նախարարի տեղակալ Արամ Մեյմարյանը ևս շեշտադրեց այն հանգամանքի վրա, որ կարևոր է համագործակցությունն առողջ միջավայր ունենալու համար: «Մեր արտադրանքների, ծառայությունների որակի հիմքում շրջակա միջավայրի որակն է: Օրինակ՝ կաթնամթերքի որակը կախված է արոտավայրերի որակից: Արոտավայրերում պետք է պահպանենք կենսաբազմազանությունը, որն անհրաժեշտ է լավ որակի կաթնամթերք ստանալու համար: Պետական համակարգի, մասնավոր սեկտորի, գիտական հաստատությունների միասնական աշխատանքը միայն դրական արդյունք կտա»,-նշեվ Մեյմարյանը:
ԶՊՄԿ-ի կայուն զարգացման տնօրեն Արմեն Ստեփանյանը, անդրադառնալով հարցին, թե ուր ենք հասել կայուն զարգացման ճանապարհին, ընդգծեց՝ այս ուղղությամբ որոշակի աշխատանք տարվում է, բայց շատ անգամ կամուրջներ կառուցելու փոխարեն, մենք պատեր ենք կառուցում: «Գործն առաջ տանելու համար ընդհանուր ջանքեր են պետք: Կարծիք կա, որ հանքարդյունաբերությունը և կայուն զարգացումը համատեղելի չեն: Բոլորի մոտ կա այն կարծրատիպը, որ եթե կա հանքարդյունաբերություն, ապա կենսաբազմազանության կորուստներն անխուսափելի են: Բայց աշխարհն ապացուցել է, որ դա ամբողջությամբ կառավարելի գործընթաց է: Կա վիճակագրություն, որ հանքաարդյունաբերությունն ամբողջ աշխարհում շատ քիչ տոկոս է կազմում»,-նշեց Ստեփանյանը:
Նա հավելում է՝ խնդիրներ, իհարկե, կան, դրանցից փախնել չենք կարող, բայց եթե դեմոնիզացնենք դրանք, ապա առավել ևս ոչ մի տեղ չենք հասնի: «Օրինակ՝ Ամուլսարի դեպքում կենսաբազմազանության կորուստների փոխհատուցման մեծ ծրագիր կար՝ համաձայնեցված կառավարության հետ, Ջերմուկի ազգային պարկի ներդման, բայց ինչ-ինչ պատճառներով շրջակա միջավայրի նախարարության օղակի բացակայության պատճառով այսօր այդ ծրագիրը չգիտեմ, թե ինչ փուլում է գտնվում: 2021 թվականին կունենայինք միջազգային ստանդարտներին համապատասխան ազգային պարկ, բայց, ավաղ, չունենք: Փաստորեն, COP 17 համաժողովին որևէ լավ օրինակ, բիզնեսի տեսանկյունից կենսաբազմազանության կառավարմամբ, չենք կարող ցույց տալ մեր հյուրերին: Այդ շանսը մենք կորցրել ենք: Դա հանքաարդյունաբերության լավ ծրագիր էր: Կայուն զարգացման ուղղությամբ գնում ենք առաջ, բայց անելիքներ դեռ շատ ունենք»,-ասաց նա:
Ստեփանյանը կարևորում է՝ բիզնես պատասխանատվությունը, ինչ ոլորտում էլ անհատը կամ ընկերությունը գործունեություն ծավալի: Կարևորում է նաև մարդկային կապիտալը, ինչի պակասն այսօր, ըստ նրա, զգացվում է: Աշխատաշուկան ունակ չէ մրցունակ բիզնեսին պատրաստված կադրեր տրամադրել:
